Terms of Reference for Facilitators of the Training of Trainers course for the Gender Responsive CivicEducation Campaign 2013 – Phase 2
 
1.0 Background:
 
UN Women under the Gender and Governance Programme (USAWA) has been working on gender and leadership in Kenya over the last five years.  

The programme has been instrumental in bringing about big changes in women’s participation in leadership in Kenya.  A big component of the GGP programme is the civic education work.
 
After the promulgation of the constitution, and the major gains that women made, it was clear that the task of educating and informing Kenyans on some of the provisions in the constitution and on the changes in the electoral processes would remain a major part of the USAWA’s work and mandate.
 
Hitherto, GGP has successfully mounted four ToT trainings on civic education which have led toequipment and deployment of about 59 ToTs across various counties. 

These ToTs are currently training 30 other people who are further expected to each cascade what they have learned to 10 other people. Despite the huge success of the civic education initiative in 2012, there remain gaps in achieving national coverage. 

The just completed phase of the civic education work also covered primarily the gender gains in the new constitution but did not focus on the voter education. 

It was always envisaged that all ToTs and GGP partners would receive additional training on voter education once elections were eminent.
 
It is in this respect that UNW intends to train additional ToTs to cover the geographical gaps and to provide additional capacity to all ToTs and partners on voter education. 

This is meant to build their knowledge and competence in disseminating information at the grassroots level on all relevant issues around the forthcoming general elections. 

Key issues include, inter alia, the different positions being contested for and their unique roles, voter conduct during the voting day, voting protocol as set out by the IEBC, and specific women’s rights issues and concerns in the context of election, including VAW during campaigning and elections.

UN seeks to engage 4 consultants who will support this work through development of voter education modules, and training the ToTs and GGP partners in the identified thematic areas. 

These trainings are meant to ensure that voter literacy is spread across all the 47 counties as much as possible ahead of the 4th March 2013 elections.
 
2.0 The Assignment:
 
UN Women seeks to engage consultants who will undertake two assignments;
 
a. Train 35 training of trainers (TOTs), drawn from various counties and in partnership with UNW partners, to support with the roll out of civic education for the 4thMarch 2013general elections. It is envisaged that after the training, each of the TOTs will identify and train 30 other civic education providers  in each county, bringing a total of around 1050 civic education providers reached directly by the UN women roll-out, it is anticipated that these will reach an additional 10,500 Kenyans with messages on gender equality provisions in the constitution.
 
b. Train 94 ToTs and representatives of GGP Partners on voter education. This is meant to adequately equip them so that they can train other people on issues related to voter knowledge and conduct before and on the general elections day.
 
3.0 Overall Task Objective:
 
Prepare 129 National Trainers and GGP partners to conduct civic and voter education in Kenya with a specific focus on the elections 2013 and gender concerns therein.
 
3.1 Specific Objectives of Assignment2(a) above:
 
1. Using the Proposed curriculum of the IEBC develop training modules on:
 
a. Electoral education including relevant election boundaries
 
b. Proposed voter changes
 
2. Using the Gender Guide develop sessions on:
 
a. Gender in the constitution – why is gender equality important
 
b. Women leadership and why it is important for women to participate in leadership
 
c. Affirmative action:
 
i. Why it is important and
 
ii. What the constitutional provisions exist and what the current situation is

3. In conjunction with others prepare and conduct a one week training of trainers’ course for the TOTS as mentioned above and based on the modules in No. 1 and 2 above.

4. Support the participants to develop a one day training plan to enable them to disseminate the training at county level.
 
3.2 Specific Objectives of Assignment 2(b) above:
 
1. Using the Proposed curriculum of the IEBC and other relevant publications, develop training modules on:
 
a. Positions/Offices being contested for in the next elections (roles of each office and how the voter relates to each of them)
 
b. Electoral misconduct in light of the elections, with specific focus on women’s rights violations
 
c. Provisions broad legal framework of the elections, with specific reference to laws that relate to the voter. Some of the laws that should be looked into include, inter alia, Constitution of Kenya (2010), Elections Act (2011), Political Parties Act (2011), Elections Financing Act (2012), Elections Offences Act - Revised (2009), IEBC Act (2011), National Cohesion and Integration Act (2008) and Leadership and Integrity Act (2012).
 
d. Support for women voters during elections especially on Gender Based Violence issues
 
2. In conjunction with others prepare and conduct a one week training of trainers’ course for the TOTS as mentioned above and based on the modules in No. 1 above.
 
3. Support the participants to develop a training plan to enable them to disseminate the training at county level.
 
This assignment will be conducted over a 3 month period (Mid Dec.2012 – End of March 2013).  

The trainees have been selected and divided into five clusters.
 
4.0 Specific Tasks of Individual Consultants:
 
4.1 Electoral Education Expert
 
a. Develop the Voter and electoral guidelines modules
 
b. Conduct the training on the specific modules in the agenda
 
c. Support the TOTs to prepare a simplified module for further dissemination at county level.
 
d. Participate in debriefing sessions with UN Women
 
e. Jointly with consultant B, write a final  report to UN Women summarising the training, key achievements, challenges and proposing a way forward
 
4.2 Gender Expert-Team Leader 
 
a. Develop the gender and women’s leadershipmodules as proposed
 
b. Conduct training on the specific modules in the agenda
 
c. Support the trainers to prepare a simplified module for further dissemination at county level
 
d. Participate in debriefing sessions with UN Women
 
e. Jointly with consultant A, write a final  report to UN Women summarising the training, key achievements, challenges and proposing a way forward
 
f. Responsible for final deliverable (report)
 
5.0 Person Specification:
  • Post graduate relevant qualification (law or social sciences) or comparable experience
  • Proven knowledge and experience in electoral and voter education
  • Training experience – with a focus on participatory methodologies
  • Gender training/strong gender analysis background
