1.0 Introduction Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction. Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora.
We have received funding to stimulate and support fishing activities in Lake Turkana, through support to Beach Management Units to acquire appropriate fibre glass boats that will be able to access the deeper waters of the lake. The project also seeks to improve the fishing and handling skills of the surrounding fishing community. The project aims at ensuring that the landing beaches remain clean, and all secondary activities, including cleaning, and drying, undertaken along the lake shores observe minimum hygiene standards. The project aims at involving 300 fishermen and an estimated 400 women who are currently involved in cleaning and drying the fish catches. The project will also seek to enhance the business skills of local traders, who will be involved in the sale and distribution of the fish both within Turkana County, and to other markets outside Turkana.
We are seeking to engage the services of a qualified and NEMA registered Environmental and social Impact Assessment Lead Expert to advice on the environmental and social viability of the project.
2.0 Area of EIA study The proposed project is expected to cover Turkana North and Turkana West districts, particularly in Kakuma, Oropoi, Nanam, Kaaleng, Lokitaung and Kataboi divisions. The project will specifically cover the following beaches along the northern shores of Lake Turkana. Todonyang, Loarangek, Nariokotombe, Nachukui, Narengewoi, Lomekwi, Kataboi.
3.0 EIA Study objectives The study objectives are: i. To evaluate the suitability of the proposed project in the planned locations for fisher and surrounding communities ii. To review the national environmental legislative framework and any other relevant regulatory framework related to the project, and advice on compliance of the project iii. To employ site visits, direct observations, public consultations, personal interviews, review of existing documents, checklist and environmental interaction matrix methods, with the objective of soliciting their views regarding the possible impact(s) of the proposed project iv. To evaluate the technologies, procedures and processes to be used and recommend suitable alternatives that will support the achievement of the aims of the project. v. To evaluate the suitability of the process to be used in the development and implementation of the project factoring in any environmental and social concerns. vi. To evaluate the products, by-products and wastes likely to be generated by the project and their possible environmental, and economic impacts of these. vii. To evaluate the environmental and social effects of the projects including the social and cultural effects and the direct, indirect cumulative irreversible, short-term, and long-term effects on pre and post project operation. viii. To develop an environmental and social management plan proposing the measures for eliminating, minimizing or mitigating any adverse impacts on the environment; including the cost, time frame and responsibility for implementation To draw up an action plan for the prevention and management of foreseeable accidents and other work related hazards during the running of the project ix. To draw up a non-technical summary outlining the key findings, conclusions and recommendations of the study x. To submit study report and facilitate acquisition of EIA license from National Environmental Management Authority (NEMA).
5.0 Consultancy duration 10 Working days • 1 Day developing the training materials • 5 Days gathering field and other related information/Stakeholder meetings • 2 Day report writing • 1 Day disseminating repot to local communities and stakeholders • 1 day presentation of report to NEMA/Approval
6.0 Qualifications and experience required • The assignment will require one Lead Expert with relevant postgraduate training in either Environmental or social sciences, and who is duly certified by NEMA, to undertake Environmental and Social Impact Assessments. • Demonstrated ability to comprehend and interpret Issues related to fishing and Marine/Lake Ecosystem. • Demonstrated practical experience in undertaking and Environmental and Social Impact Assessments • Demonstrated experience of having worked directly or indirectly with both government and INGOs
