A leading Health Logistics Management organization dealing in the importation and distribution of HIV related drugs in Uganda. The organization has an established extensive service offering including a dedicated procurement agency, providing a comprehensive drug & health commodity supply chain and logistics solution across Uganda is looking to recruit for the following positions-.
ASSISTANT MANAGER PROCUREMENT
- Reporting to the Director Technical Operations, the role is to ensure the program procurements are carried in line with policy and best practices.
Key Accountabilities:
- Responsible for ensuring that the selected products are in accordance with the National Treatment Guidelines and Policies, National Drug Authority Register, USFDA and CDC standards and guidelines.
- Ensure that accurate forecasts are developed and translated into procurement plans and budgets.
- Liase with Ministry of Health officials to ensure approval of procurement plans and budgets for integration into the National procurement plan
- Support the bidding and tendering process and carryout negotiations with suppliers in line with best practice.
- Undertake periodic global supplier price surveys to benchmark against the existing supplier prices and competition.
- Develop and implement systems and tools for accurate and harmonized forecasting, proper identification and prequalification of suppliers of goods and services and tracking supplier performance.
- Develop monitor and control departmental budget.
- Ensure high ethical standards culture is inculcated with the procurement function
- Develop customized bid/quotations evaluation methodologies and carry out quality assurance for evaluation reports before finalization by the Procurement Agency.
- Review technical specifications and TORs to ensure they conform to and assure attainment of value for money for the organization’s objectives
- Any other duties that may be assigned from time to time

Requirement:
- USG, USFDA, World Bank, Global fund guidelines are an added advantage
- Other procurement best practice
- Ability to work independently.
- 5-10 years professional experience in international procurement with a reputable and busy firm.
Education Requirements:
- Bachelor's degree in Procurement, Pharmacy or other related discipline. Business Law, Administration, Economics
- CIPS
- Postgraduate in Procurement MBA would be desirable.
