The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent senior Media Expert for a short-term mission under the Lot 7 FWC in Malawi.
Lot 7: EU ELECTION FOLLOW-UP MISSION TO MALAWI

General objective The general objective is to assess the progress made in electoral reforms and other governance related sectors since the delivery of the final report of the EU Election Observation Mission and recommendations formulated at the occasion of the Presidential and parliamentary elections of 19 May 2009. In line with the criteria contained in the Commission Communication on Electoral Assistance and Observation [COM(2000)191]1, this activity will complement and feed other forms of follow-up to EOMs, such as the political dialogue and assistance.
Specific objective The specific objective of the Mission is to produce strategic analysis and reporting on any ongoing electoral technical assistance projects, reform projects initiated by the government, legislature and civil society, and to provide inputs for electoral reform projects which may be in the planning and pre-implementation stages that have relations with the observers’ recommendations.
Senior Expert: Media Expert
Required profile: Qualification and skills - Advanced University degree in Journalism, Media, Political Sciences, International Relations or any other discipline relevant to the assignment, or 11 years of equivalent professional experience in related areas. - Excellent written and spoken skills in English.
General professional experience. - At least 10 years of experience in the area related to Lot 7.
Specific professional experience - At least 5 years work experience in the field of media, electoral assistance and/or electoral observation and analysis, preferably as part of an EU Election Observation Mission or an EU Election Technical Assistance project; - Excellent knowledge of the media related legal and regulatory framework for the election as well as international and regional standards in this area. In this context the “Compendium of International Standards for Elections” is an important background document; - Extensive experience in Media monitoring, election administration and/or election assistance and observation (at least 10 years). - Comparative experience in Media monitoring systems, legislations and methodologies. - S/he must be familiar with election-related legislation and international standards in the election field. - S/he must have experience in designing and drafting Media monitoring-related projects. - S/he must be familiar with planning and implementing Media monitoring components of technical assistance projects or election observation missions. - Previous experience in the country and/or the region is desirable.
