Institutions of Accountability
Specialist
Pamoja Twajenga is a four-year,
USAID-funded program designed to provide selected Tanzanian Civil Society
Organizations (CSO) and Government of Tanzania (GOT) Institutions of
Accountability (IOA) with an array of technical assistance and support in areas
of advocacy, public outreach and organizational development. The assistance
provided through Pamoja Twajenga will enable targeted CSOs and IOAs to engage
in a sustainable, issue-based dialogue, empowering citizens in targeted regions
– including youth, women, and disenfranchised populations – to hold their governments
more accountable, resulting in increased responsiveness and transparent public
resource management and decision-making. Program activities focuses the
geographic areas of Dodoma, Iringa, Morogoro, Mtwara, and Zanzibar.
Pamoja Twajenga intends to recruit
an Institution of Accountability Specialist who will be the overall officer in
managing the IOAs.
Location: Dar es Salaam, Tanzania with travel to Zanzibar and other
project regions mentioned above depending on project activities.
Duration: The duration of the IOA specialist position is through
the end of the project, July 7 2017
I.
Principal
Duties and Responsibilities
Technical Activities:

Draft,
development, and implement activities to provide cross-cutting support to the
IOAs;
·
Provide
strategic direction and technical guidance to identify, establish and maintain
clear mechanisms for project progress;
·
Develop
the capacity of the IOAs staffs to enable them to effectively perform their
functions as an autonomous government oversight institutions;
·
Identify and communication any significant
issues and coordinate with the Deputy Chief of Party and/or Chief of Party on
strategic issues;
Project Management
·
Participate in project reporting as needed,
including technical reporting on IOAs activities and monitoring.
·
Conduct baseline assessments and benchmarking as
part of the monitoring and evaluation;
·
Ensure all IOAs assessments and events are
documented, and maintain technical files on each IOA.
II.
Qualifications
Education:
- University Degree in Social Sciences, Public Policy and
Administration or other related fields. Post graduate degree is preferred.
Experience:
- At least five years of professional experience at the
managerial and/or advisory level in the area of training and/or public
engagement;
- Experience of working with the Government of Tanzania
as a civil servant is desirable
- Experience of working with one of the oversight
institution such as Ethics Secretariat, National Audit Office or Public
Procurement Regulatory Authority is highly desired.
- Management experience on a USAID-funded project
preferred;
- Strong project management skills and experience with
capacity development projects is highly desirable;
- Strong training, facilitation, mentoring and coaching skills;
- Experience implementing projects across Governance and
accountability is highly preferred;
- Ability to effectively coordinate a large
multi-disciplinary team of government staff effectively;
- Experience meeting, consulting and
corresponding with government officials, including regulatory reform and
institutional strengthening;
- Considerable experience in preparing
briefing materials and/or briefing senior officials.
Skills and Abilities:

skills;

Ability to work independently and in a team to
meet critical and competing deadlines to produce high quality work in short
timeframes;

Strong organizational, coordination and prioritization skills

- Able to create an enabling environment for a smooth
relationship between the IOAs, LGAs and CSOs;
- Takes responsibility for achieving agreed outputs
within set deadlines;
- Demonstrates comprehensive knowledge of government
administration structure;
- Demonstrates comprehensive understanding and knowledge
of the current governance and accountability of Tanzania government;
