Rwanda Revenue Authority is a quasi-automous body charged with the task of assessing, collecting, and accounting of Fiscal and Non-Tax Revenues of the Government of Rwanda.
It is therefore, seeking to recruit a qualified, experienced self-motivated and person with good reputation and high degree of integrity to work as the Commissioner for Quality Assurance Department.

The post is on Grade 10 of the structure of Rwanda Revenue Authority
Objective:
Under the supervision of Board of Directors, the Commissioner for Quality Assurance Department Supervises the overall activities within the department by providing assurance on the effectiveness and efficiency of the operating internal control systems as well as promoting staff integrity. -
Duties and Responsibilities:
- Plans and manages the activities of the Quality Assurance Department to ensure its efficiency and effectiveness, sets departmental objectives and ensure their effective implementation.
- Coordinates and implements procedural and operational changes to ensure orderly adjustments to revised policies, priorities and meet chat ranging requirement and increasing services demands by recommending and undertaking special studies in the areas of concern.
- Monitors the integrity of staff with the use of set rules and regulations.
- Develop, discuss findings, recommendations and time lines fur corrective action with responsible department and monitor the implementation status of agreed recommendations.
- Establish the extent to which the system of internal control ensures compliance and consistency with the organization's policies and procedures and state laws and regulations.
- Ensure the efficiency and effectiveness of the internal control systems of Rwanda Revenue Authority, monitor the International Quality Management System for organization and ensure consistence with quality standards for ISO.
- Establishes and maintains liaison with order departments in, order to exchange information and deal with common problems by coordinating the requirement of quality assurance standards with those of other RRA departments s.
- Advice and recommend the mechanism of effective and efficient use of the organization’s assets to ensure that they are properly controlled and safeguarded from losses arising from fraud, irregularity or corruption.
- Examine quality management systems and generate appropriate audit findings and provide recommendations where necessary.
- Review; appraise progressively the soundness, adequacy and application of internal control systems of the organization.
- Manage staff under responsibility of quality assurance function and coordinate all the Human Resources functions of the department.
- Coach and mentor the internal auditors and management t of the department for purposes of empowering them in performing them in performing t heir duties effectively.
- Submit annual, quarterly and semi-annual report to Commissioner General, ERA Board members and Senior Management Team on the progress of internal audited activities in accordance to the law.
Job Specification
Qualifications:
- A Master's degree in related qualification such as Law, Accountancy, Finance, Economics or Management
- Possession of recognized level of professional Qualification such as ACCA, CPA, CIA, or CIMA for bachelor's degree holders will be an added advantage.
Experience:
At least 10 years experience in relevant position and in a complex organization or in handling the same activities in a related field.
Required Qualification and Abilities:
- Ability to interpret and apply financial rules, regulations and knowledge of the provisions of the International Quality management system for organization
- Proven ability to communicate effectively both written and orally
- Excellent strategic, analytical, organizational and Chang, management skills
- Ability to work under pressure
- Should understand technical terminologies used in International Quality Management Standards
- Should understand customer service best practices
- Must have understanding on leadership practices and principles
- Must have an understanding of Personnel management issues
- Report writing skills for both Qualitative and Quantitative information
- Proven leadership abilities and ability to evaluate works /Eh massive data
- Possesses high degree of integrity
- Ability to be innovative
- Risk Management skills
