CLIMATE CHANGE PROGRAMME
ADVISER
This
post is an exciting and challenging opportunity, to help take forward the work
of DFID on climate change as part of the Tanzania’s Sustainable Growth Team and
work in collaboration with government and other development partners. We
require a strong communicator who has the proven ability to network with key
stakeholders, influence decisions and drive agendas forward. The Climate Change
Programme Adviser will be someone who is knowledgeable about climate change
policy and practice, particularly in areas such as adaptation, building
resilience and low carbon development. S/he will enjoy taking the initiative,
excel at managing programmes effectively to deliver results, and will be
confident in dealing with senior officials and Ministers in Government, development
partners, contractors and civil society partners.
Background
The
Department for International Development (DFID) leads the UK Government’s fight
against global poverty. DFID works in partnership with national governments,
other development partners, civil society and the private sector to achieve the
UN Millennium Development Goals and support delivery of the UK International
Climate Fund (ICF).
Tanzania
is one of DFID’s largest country programmes in Africa, with an annual aid
framework of £165m (approx. Tsh 457 Billion) per annum. In line with the DFID Tanzania
Operational Plan 2010-2015, DFID has committed to integrating climate change
into its development policy and practice, so that the DFID Tanzania operational
plan is actively designed to reduce vulnerability and build resilience to
current climate variability, future climate change; as well as build on opportunities for achieving low
carbon and climate resilient development.
DFID Tanzania developed a Climate Change Strategic Programme Review,
which has outlined the steps for addressing these issues.
The DFID Tanzania
operational plan outlines our engagement on climate change building on the
evidence and a proposed division of labour with other development partners. DFID Tanzania launched a private sector challenge fund (£8m) on climate
change in 2010 and a civil society accountability programme (£3m) in 2011 and
has a climate change institutional strengthening programme (£3m) to help
Tanzania address strategic climate change issues. More recently DFID Tanzania
has successfully accessed additional climate finance under the ICF for water
resources management work (£5m), which addresses some of the challenges of the
climate change in our agriculture and growth work in the Southern Agricultural
Growth Corridor (SAGCOT). DFID Tanzania over the next 5 years is planning to
scale up its support on climate change, in particular in building economic
resilience and has successfully bid for additional funding of £110m focusing on
green mini grids, water security, agriculture, urban resilience and
institutional strengthening. In addition we are looking to mainstream £55m in
climate finance across our programmes of support on social protection, rural
roads and port investment.
DFID is cooperating with the government, private sector, civil society
and other development partners to support climate change work on resilience;
focusing on both adaptation and low carbon development in Tanzania. There is a
mechanism for co-ordinating development partner efforts on climate change. The
Development Partners Group on Environment (DPG-E) is working to establish a
framework for a co-ordinated development partner response to climate change
including support to civil society, private sector and government. Through
these joint efforts the Government of Tanzania’s now has in place a National
Climate Change Strategy (NCCS), including a Zanzibar Climate Change Strategy
and a National Action Plan for Adaptation (NAPA).
Overall Objective of the post
The
Climate Change Programme Adviser role will be a new advisory position in a
dynamic team in DFID Tanzania. The post
holder will work closely with the DFID Tanzania Climate and Energy adviser to
develop the new ICF funded programmes on climate change, with a specific
responsibility of the work on institutional strengthening. The post holder will
work closely with Government of Tanzania (Vice
Presidents Office/Ministry of Finance and /or Planning Commission) and Zanzibar
to coordinate activities linked to implementation of the national climate
change, support the establishment of a climate change financing mechanism and
lead on behalf of development partners the dialogue on Climate Change. Specific
tasks may include:
Technical
Assistance: The adviser will provide technical support
to the GoT in designing mechanisms to implement a national climate change
strategy and support delivery of a Zanzibar climate change strategy; including
monitoring and tracking of climate finance spend. The adviser will lead and ensure
co-ordination; working closely with other development partners such as UNDP, WB
and Norway.
Development
Partner Co-ordination: The Climate Change
programme adviser will be responsible for leading the development partner/GoT
and Zanzibar dialogue on climate change, (with a view to potentially developing
a Joint (donor) Climate Unit in the long term) under the agreed overall
objectives on climate change by the DPG-E.
The post holder will develop and maintain a broad network of contacts
who have an interest in the climate change sector – within the different arms
of government as well as with bilateral and multilateral donors and
non-governmental actors.
Climate Change Programme
Delivery: The post holder will lead on
DFID Tanzania achieving “gold status” in its work on climate change through
strategic climate programme review (SPR); climate change results reporting
across the programme; support the
design, development and delivery of new ICF funded programmes on
institutional development, water security and agriculture and urban resilience
and provide inputs to climate and
environment appraisals for new and on-going DFID Tanzania programmes.
S/he will will work closely with the deputy project managers, to ensure
that there is effective monitoring and support to projects, and that optimal
results and value for money are achieved The post holder will be responsible
for ensuring that DFID’s investment and projects are based upon robust evidence
and that the knowledge and experiences that emerge from projects are captured
and fed into debate in Tanzania and across DFID.
To date, climate change institutional strengthening work has been
covered by the DFID Climate, Environment and Energy Adviser, but a dedicated
adviser is now required. The Climate Change Programme Adviser will join the
Sustainable Growth team that leads on economic growth and private sector
development incl. agriculture, energy and extractives, trade and
infrastructure. There are five advisers in the Sustainable Growth team and five
programme staff managing 25% of the DFID Tanzania portfolio.
Skills and Qualifications
The post holder
will need to be able to demonstrate:
- A Masters Degree in an area relevant
to climate change and development e.g. climate science, economics,
environment, environmental technology, geography, development studies, political
science or related field.
- Relevant professional experience in programme coordination and
management in the field of climate and environment.
- Experience in climate change, environment and natural resource
management sector in Tanzania.
- Awareness of the range and scope of climate-related disciplines
(e.g. integrated water resource/ water shed management, climate smart
agricultural practices, forestry management, disaster risk reduction,
renewable energy etc).
- A good understanding of political economy issues, drivers of
change, and be able to successfully engage at a high level with the
regional institutions, national governments, civil society and the private
sector.
- A good understanding of climate change in East Africa and Tanzania,
capable of identifying incentives and constraints of the key national and
regional institutions and understanding of various Government of Tanzania
and development partner partnership commitment to the delivery of economic
growth and MDGs, particularly their relevance for the climate change
and environment sector.
- Experience of working with Governments and line ministries and
donor co-ordination.
- Flexibility and a capacity to deliver high quality work under
pressure.
- Very strong team working skills and an ability to work in a
multi-cultural environment
- Ability to advise others on the best use of data, and to explain
issues and technical concepts clearly and concisely. Good analytical skills
and expertise in understanding and using a wide range of sources of
information.
- Good written communication skills and experience of producing high
quality briefings.
- Knowledge and application of effective monitoring and evaluation.
- Fluent spoken and written English (essential) and Kiswahili (definite advantage)
Technical Competencies required
The post holder
must be able to demonstrate the following:
- Climate Change science (physical, social and impact): Knowledge and good understanding of
physical climate science and awareness of climate change impacts.
- Mitigation and low carbon development: Good understanding of global GHG emission reduction levels and
awareness of key technologies and behaviours to achieve such reductions.
- Climate change impacts and adaptation: Knowledge and ability to
identify risks and uncertainties that may influence decision making and
demonstrate some specific impacts and adaptation measures.
- Climate change governance,
national (sub-national) and international incl. UNFCCC and International climate finance architecture: good understanding and
practical experience in and able to provide examples of applied climate
change governance at national, sub-national and international level.
- Climate change economics and climate finance: Understanding of key aspects of climate change economics and knowledge of climate finance mechanisms.
- Knowledge and understanding of international aid and the Tanzania context.
- Understanding of economic concepts and
appraisal incl. value for money.
- Knowledge and application of evidence, innovation and evaluation.

Compensation
package
The monthly salary for this
A2L post is Tzs 4,231,717 + 10% matching contribution to a local pension fund
and medical insurance. Appointment will
be under local terms and conditions will be subject to medical and security
clearance.
