Watumishi Housing Company (WHC) is a public
entity responsible for the implementation of the Public Servants Housing Scheme
(PSHS) and management of the Real Estate Investment Trust (REIT). Shareholders
of WHC include the National Social Security Fund (NSSF), PPF Pensions Fund
(PPF), Public Service Pensions Fund (PSPF), LAPF Pensions Fund (LAPF),
Government Employees Provident Fund (GEPF), National Health Insurance Fund
(NHIF) and National Housing Corporation (NHC). In order to implement its

OFFICE OF THE CHIEF EXECUTIVE OFFICER
1. Principal Procurement Officer – One Post
a)

the Chief Executive Officer, the Principal Procurement Officer will be the
Secretary to the Tender Board, Head of Procurement Management Unit (PMU) and
performs all procurement activities in accordance with the requirement of the
law.
d) Specific Duties and Responsibilities:
i) To prepare, coordinate and implement Annual
Procurement and disposal plans;
ii) To prepare and present periodic reports to the
Tender Board;
iii) To ensure conformity with the Public Procurement
Act, its regulations and guidelines;
iv) To advise the WHC on all matters pertaining to
procurement;
v) To review and evaluate procurement requirements
and recommend appropriate alternative procedures;
vi) To coordinate preparation of tender bidding
documents;
vii) To review, quality-check and clear tender
evaluation reports;
viii)
To validate
authenticity of payment certificates and invoices;
ix) To coordinate development and review of policies
relevant to procurement function;
x) To effectively administer all resources allocated
to the Department, including offering technical and operational support to
staff members in the Department; and
xi) To undertake any other related duties as may be
assigned by the Chief Executive Officer.

Minimum Academic
Qualification and Experience
i) Bachelor Degree or equivalent qualifications in
Materials Management, Procurement Management, Engineering, Architecture, Law,
Quantity Surveying or any related fields with proven specialization or coverage
in procurement;
ii) Masters Degree or Postgraduate Diploma in any
field. Majors in Procurement and Logistics will be an added advantage;
iii) Certified Supplies Professional (CSP) is
required; must be registered by appropriate Professional Bodies. Knowledge and
Competence in Information and Communications Technology (ICT) applications; and
iv) Not less than five (5) years work experience in
relevant field in a reputable institution(s) out of which three (3) years
should have served as procurement specialist and Head of PMU.
2. Principal Legal Officer – One Post

the Chief Executive Officer, Principal Legal Officer will be responsible for
the effective and efficient management of the Legal Unit, provision of legal
advisory services and ensuring effective management of legal and contractual
risks.
d) Specific Duties and Responsibilities:
i) Provide legal protection and risk management
advice to management especially on regulatory and contract management;
ii) Review and advise management on legal
implications of internal policies and procedures;
iii) Review and draft contracts, agreements and
internal policies and ensure that they are in compliance with all statutory or
legal requirements;
iv) To represent WHC in matters of litigation, review
progress of outstanding litigation and liaise with and manage external lawyers;
v) Continuously monitor compliance with statutory
obligations and advise management accordingly;
vi) Review all contracts or any other documentation
where the Company has committed itself and assess legal implications that need
to be brought to the attention of the management;
vii) Prepare, review and modify contractual
instruments to assist and support various business activities;
viii) Negotiate, review and draft documentation for
business transactions and prepare and advise on the necessary checklist to be
adopted to ensure information is submitted on time;
ix) Enforce legal actions and manage review and
appeals whenever there is a need;
x) Manage and provide solutions to complaints from
customers, stakeholders and general public;
xi) To maintain good working relationships with other
departments and units as well as external stakeholders;
xii) Assist Chief Executive Officer in recording
proceedings of Board and management meetings;
xiii) To effectively administer all resources allocated
to the Department/Unit, including offering technical and operational support to
staff members in the Department/Unit.
xiv)
To undertake
any other duties as assigned by the Chief Executive Officer.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have the following qualifications and
experience:
i) University Degree in Laws (LL.B) from a
recognized university;
ii) Master Degree in Law or any additional
postgraduate qualifications in the field or others such as Business
Administration will be an added advantage;
iii) Must be registered as an advocate of High Court
of Tanzania;
iv) Knowledge and Competence in Information and
Communications Technology (ICT) application;
v) Possession of at least five (5) years legal
experience ideally in a reputable organisation. The candidate must have served
for at least three (3) years in senior position;
vi) Proven track record of providing accurate and
effective legal counsel; and
vii) Proven track record of adding value to an
organisation through the development of comprehensive contract documents that
mitigate risk and penalties.
3. Senior Marketing and Communications Officer – One
Post

be responsible for driving house sales strategies, awareness campaign and
development and implementation of corporate communication strategy.
d) Specific Duties and Responsibilities:
i) Ensures consistent, profitable growth in sales
revenues through positive planning and executing marketing and sales targets;
ii) Manages an assigned real estate project sales
areas scattered throughout the country in order to meet PSHS objectives;
iii) Take an active role in formulating all sales
policies, practices and procedures;
iv) Ensures that the company builds and maintains
good relationship with the Public and stakeholders;
v) Coordinates and facilitates issuance of press
releases, prepare information media kits and develop and maintain information
for uploading on internet and intranet web pages;
vi) To monitor the media for news and information
that either relate to or may impact the Company;
vii) Formulate policies and procedures related to
public information programs;
viii) Develops/reviews public awareness programme and
information communication strategy for the Company;
ix) Establish and maintain effective working
relationship with media;
x) Responds to the enquiries from the media and
general public;
xi) Facilitate production of in -house publicity and
promotional materials, films and other video products and regulate their
distribution;
xii) Effectively administers all resources allocated
to the Unit, including offering technical and operational support to staff
members in the Departments/Units; and
xiii) Undertake any other related duties as may be
assigned by the Chief Executive Officer.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have the following qualifications and
experience:
i) Bachelor degree in Business Administration,
commerce or Social Sciences from a recognized university;
ii) Masters Degree or Postgraduate qualifications in
any field will be an added advantage;
iii) Knowledge and Competence in Information and
Communications Technology (ICT) applications; and
iv) Not less than four (3) years work experience in
sales and marketing of products or services. Experience in the media industry
working as marketing/sales executive will also be a plus.
OPERATIONS DEPARTMENT
4. Senior
Construction Engineer – One Post
a) Duty Station: WHC Head Office Dar es Salaam
b) Reporting to: Chief Operating Officer
c) Salary Grade: 5
Reporting to
the Chief Operating Officer, Senior Construction Engineer will be responsible
for the establishment and head Construction Brigade with the overall objective
of constructing quality affordable houses. The incumbent is expected to play
supervisory, technical and organizational role in various PSHS construction
projects.
d) Specific Duties and Responsibilities:
i) Establish Construction Brigade that will be
responsible for constructing quality affordable houses PSHS;
ii) Act as main technical advisor to subcontractors,
operatives and crafts people with respect to the construction site;
iii) Carry out levelling, surveying and set out the
site;
iv) Check drawings, plans, and other qualities to get
an accurate calculation of the houses to be constructed;
v)
Ensures that all the materials used are according
to the specifications;
vi)
Oversees the requisition and selection of the
materials;
viii) Manages the site on a day to day basis that
includes supervising and monitoring the labor force and that of the sub
contractors;
ix) Oversees upon the quality control methods in
place;
x) Resolves unexpected technical problems that may
arise; and
xi) Undertake any other related duties as may be
assigned by the Chief Operating Officer.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have the following qualifications,
experience:
i) University Degree in Civil Engineering,
construction, architecture or site management from a recognised university.
ii) Must be registered by appropriate Professional
Bodies.
iii) Knowledge and Competence in Information and
Communications Technology (ICT) applications; and
iv) Not less than four (4) years work experience in
construction industry out of which two (2) years must be in senior position.
5. Driver – One Post
a) Duty Station: WHC Head Office Dar es Salaam
b) Reporting to: Senior Personnel and Administrative Officer

The Driver will be responsible for driving the
Company’s motor vehicles while ensuring that they are in good running
condition.
d) Specific Duties and Responsibilities
Reporting to
Senior Administrative Officer, the driver will:
i) Drive the Company’s motor vehicles;
ii) Ensure that motor vehicles and their accessories
are in good condition;
iii) Make regular check up on the condition of motor
vehicle and report promptly any noted faults;
iv) Maintain and record log sheets for all journeys
made;
v) Maintain disciplined behaviour, smartness and
proper conduct in rendering services;
vi) Perform messengerial duties such as dispatching
documents/letters and collecting mails for the Authority; and
vii) Perform any other related duties as may be
assigned by his/her superiors from time to time.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have:
i) Certificate of Secondary Education (CSE) with
passes in English and Kiswahili;
ii) Possession of class “C” Driving License;
iii) A proven minimum of three (3) years post
qualification work experience preferably from a reputable organization and be
conversant with Government motor vehicles driving procedures; and
iv)
Trade Test
Grade II or I in Motor Vehicle Driving/Driver Grade II or I Certificate from a
recognized institution such as NIT or VETA.
FINANCE AND ADMINISTRATION DEPARTMENT
6. Senior Accountant – One Post
a)

b) Reporting to: Chief Finance and Administration Officer

The Senior
Accountant will be responsible for assisting the Chief Finance and
Administration Officer (CFAO) in handling finance, accounting and planning
functions.
d) Specific Duties and Responsibilities
i) Assist the CFAO in the mobilisation and
management of fund from REIT Units holders;
ii) Assist in the preparation of annual budget,
monitors trends, and advises management accordingly;
iii) Responsible for appropriate revenue accounting
from WHC’s operations;
iv) Oversees the writing of all accounting books,
cash handling and banking operations;
v) Oversees the preparation of the payroll and
ensures that staff emoluments abide by statutory requirements and laid down
remuneration policies and procedures;
vi) Ensures that all payments are made in accordance
with financial regulations and the approved budget;
vii) Manages the creditors’ accounts – verifying
invoices for payment, ensuring expenditures are charged to appropriate
accounts, and that payments are made in accordance with the payments schedule;
viii) Prepares periodic reports on the status of fund,
revenue and expenditure trends;
ix) Ensure that all fixed assets and other properties
of WHC are properly insured;
x) Performs administrative functions;
xi) Assist the CFAO in the production of Final Accounts
and attending external audit queries;
xii)
Assist CFAO in perming compliance functions; and
xiii) Perform any other relevant duties as may be
assigned by superiors from time to time.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have:
i) University Degree/ Advanced Diploma majoring in
Accounting from a recognized higher learning institution.
ii) Certified Public Accountant, CPA (T) or ACCA and
must be registered with the National Board of Accountants and Auditors (NBAA)
in the category of Associate Certified Public Accountants (CPAs).
iii)
Knowledge and
Competence in Information and Communications Technology (ICT) application, and
familiarity with one of the accounting software.
iv) A strong background of International Financial
Reporting Standards (IFRS) and good knowledge of Public Sector Accounting and
Reporting Principles.
v) Working experience of not less than four (4)
years two (2) of which should be in a senior finance position preferably in the
public institution.
vi) Experience in performing administrative functions
will be an added advantage.
vii) Demonstrate high standards of conduct and ethics.
7. Senior Information Communication Technology
Officer – One Post

Senior
Information Communication Technology (ICT) Officer will be primarily
responsible for the provision and management of appropriate Management
Information System (MIS) for the Company’s real estate development, fund
management and administrative operations.
d) Specific Duties and Responsibilities
i) Develop and implement ICT Strategy that
facilitates design, development and implementation of appropriate
systems/applications that support the Company’s real estate development, fund
management and administrative operations;
ii) Advises management on suitability of existing and
future ICT hardware and software so as to ensure efficient and cost-effective
ICT system;
iii) Ensures that the planning and development of ICT
systems is designed and carried out in an orderly, cost effective and efficient
manner;
iv) Oversees design and maintain procedures, rules
and regulation for the development and application of ICT;
v) Follows up with suppliers of hardware and
software for proper maintenance of ICT equipment and software;
vi) Responsible for the development of an in- house
database and other programmes to ensure safe custody of data and information;
vii) Responsible for programming activities including
system designing, documentation of procedures, and operation of computer and
peripheral equipment;
viii) Responsible for configuration, troubleshooting,
maintenance and administration of network and internet connection;
ix) Responsible for development and updating of
website;
x) Advises the management on computer training needs
for the company’s employees;
xi) Supervise the Registry and staff Library Services
xii) Effectively administer all resources allocated to
the ICT Unit, including offering technical and operational support to staff
members in the Departments; and
xiii)
Undertakes any other duties as assigned by the
supervisor.

Qualifications and Experience
i) University Degree or Advanced Diploma in Computer
Science, Information and Communication Technology or related field with
significant competences in computer software applications, operating systems
and networking.

8. Administrative Assistant – One Post

The Administrative Assistant will be responsible
for front office operations, administrative functions and provision of
secretarial services.
d) Main Duties and Responsibilities
Reporting to
the Personnel and Administrative Officer, the Administrative Assistant will:
i) Receive all visitors with courtesy and decorum,
ascertain the nature of visitors’ business and relay information to his/her
officer;
ii) Answer telephone calls and intercom, giving
information to callers or routing calls to appropriate officials;
iii) Receive and arrange for internal distribution of
all mail and correspondences received by WHC;
iv) Undertake word processing of all internal and
outgoing correspondences as required by the Company’s officials;
v) Ensure proper archiving of copies of all
correspondences;
vi) Assists and ensures that there is efficiency in
day-to-day operations such as having adequate office supplies, decorations,
cleanliness, messenger services and other related functions;
vii) Make and confirm travel and hotel bookings for
WHC’s staff and other officials as may be directed from time to time;
viii)
Process, prepare
and facilitate internal and external meetings;
ix)
Properly manage and prepare office information;
x) Type and prepare correspondences from the Heads
of Departments; and
xi) Perform any other related duties as may be
assigned by his/her superiors from time to time.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have:
i) Certificate of Secondary Education with passes in
Kiswahili and English languages;
ii) Holder of Diploma in Secretarial Services or
other professional qualification in office management related fields;
iii)
A proven minimum
of three (3) years post qualification work experience and be conversant with
administrative and front office functions preferably from a reputable
organization; and
iv) Knowledge and Competence in Information and
Communications Technology (ICT) particularly in Microsoft Office applications.
