Watumishi Housing Company (WHC) is a public entity responsible for the implementation of the Public Servants Housing Scheme (PSHS) and management of the Real Estate Investment Trust (REIT). Shareholders of WHC include the National Social Security Fund (NSSF), PPF Pensions Fund (PPF), Public Service Pensions Fund (PSPF), LAPF Pensions Fund (LAPF), Government Employees Provident Fund (GEPF), National Health Insurance Fund (NHIF) and National Housing Corporation (NHC). Reporting to
the Chief Executive Officer, Principal Legal Officer will be responsible for
the effective and efficient management of the Legal Unit, provision of legal
advisory services and ensuring effective management of legal and contractual
risks.
d) Specific Duties and Responsibilities:
i) Provide legal protection and risk management
advice to management especially on regulatory and contract management;
ii) Review and advise management on legal
implications of internal policies and procedures;
iii) Review and draft contracts, agreements and
internal policies and ensure that they are in compliance with all statutory or
legal requirements;
iv) To represent WHC in matters of litigation, review
progress of outstanding litigation and liaise with and manage external lawyers;
v) Continuously monitor compliance with statutory
obligations and advise management accordingly;
vi) Review all contracts or any other documentation
where the Company has committed itself and assess legal implications that need
to be brought to the attention of the management;
vii) Prepare, review and modify contractual
instruments to assist and support various business activities;
viii) Negotiate, review and draft documentation for
business transactions and prepare and advise on the necessary checklist to be
adopted to ensure information is submitted on time;
ix) Enforce legal actions and manage review and
appeals whenever there is a need;
x) Manage and provide solutions to complaints from
customers, stakeholders and general public;
xi) To maintain good working relationships with other
departments and units as well as external stakeholders;
xii) Assist Chief Executive Officer in recording
proceedings of Board and management meetings;
xiii) To effectively administer all resources allocated
to the Department/Unit, including offering technical and operational support to
staff members in the Department/Unit.
xiv)
To undertake
any other duties as assigned by the Chief Executive Officer.
e) Academic Qualifications and Experience
The ideal
candidate for this position should have the following qualifications and
experience:
i) University Degree in Laws (LL.B) from a
recognized university;
ii) Master Degree in Law or any additional
postgraduate qualifications in the field or others such as Business
Administration will be an added advantage;
iii) Must be registered as an advocate of High Court
of Tanzania;
iv) Knowledge and Competence in Information and
Communications Technology (ICT) application;
v) Possession of at least five (5) years legal
experience ideally in a reputable organisation. The candidate must have served
for at least three (3) years in senior position;
vi) Proven track record of providing accurate and
effective legal counsel; and
vii) Proven track record of adding value to an
organisation through the development of comprehensive contract documents that
mitigate risk and penalties.
TENURE AND REMUNERATION
A competitive salary will be offered to the right candidates for the posts. WHC is an equal opportunity employer. Staff will be employed on three (3) years contracts that are renewable upon satisfactory performance.
