Job Description
• To manage, develop and execute a CDU in the Tanzania within the overall group’s risk control strategies.• To ensure the delivery of documentation capabilities to agreed service, cost, and risk targets within area of accountability.
• To develop staff within the functional unit in order to maintain a pipeline of talent and maximize the contribution of the individual
• Has overall responsibility and accountability for the effective and efficient operations of the activities performed in CDU in line with the bank’s credit and operational policy.
• Manager of a team directly responsible for the Credit Documentation.
Key Roles & Responsibilities
• To ensure all credit and loan documentation are in compliance to WB policies & procedure, compliance with Portfolio Standards and they are correct prior to drawdown of facilities thereby protecting the bank against possible financial loss.
• To ensure all securing CDU documentation deficiencies are resolved or appropriately waived prior to issuance of Security Compliance Certificates in a timely manner and to provide feedback of errors /problems directly to the SCO, Business Units and other interested parties immediately they are noted so as to remedy any anticipated loss.
• To improve productivity by reducing processing cost through effective management of resources and costs and exercise close budgetary controls to ensure the department’s cost is within the budget and robust capacity planning in place.
• To ensure good quality data meeting defined thresholds are derived from the CMS database.
• To ensure compliance with the Internal Policies and Credit Policies, DOI, External Regulatory and Statutory Requirements.
• To ensure creation and maintenance of a compliance culture, embed ORMA risk framework, attend BORG meetings, undertake compliance monitoring, generate timely and accurate compliance reports.
• To ensure that securing documentation perfected are valid and enforceable and appropriate legal opinions are held where necessary for non-standard documentation.
• To ensure that the instructions and commitments laid down in the Units Operations Manual are met and that the department’s manual is updated regularly to maintain consistency and standardization of all CDU procedures. This involves the reviews of DOI and the incorporation of new/amendments in the DOI’s.
• To act as an interface between CDU staff and the Business Units when difficult issues or differences of opinion arise.
• To ensure that staff are fully aware of the relevant Group policies and regulatory guidelines.
• To ensure adherence to Anti-Money Laundering, Customer Due Diligence (CDD) guidelines and other Zero Tolerance items of the Bank in the department.
• To supervise and provide training to subordinates in accordance with gaps identified and as appropriate.
• To implement the CDU process re-engineering projects in accordance with Management instructions.
• Timely completion of KCS /BKCSA schedules.
• Support the Bank’s “Seeing is Believing “project and engage in regular participation of community projects to enhance the Bank’s profile on corporate social responsibility.
• To provide / arrange appropriate technical, management and communication training on all job related matters to staff at all levels within CRC CDU. Technical training is also provided to new recruits in the Business Units.
• To ensure the best service is obtained from the Bank’s external lawyers.
• To maintain a good working relationship with the various Business Units in OCC, Wholesale Bank, Group Special Assets Management, Credit Department, Audit Department, Loans & Agency, Syndication & STF, and other Divisions of the Bank.
• To ensure new/enhanced systems and processes for CDU are implemented at minimum cost and risk.
• To enforce the continuous maintenance and improvement of the Quality Management System and to ensure that the Unit embrace the Here for Good Brand, driving this through the appointment of service stormers.
• To explore “Best Practice” migration, including the driving of cost reduction initiatives.
• High staff engagement through consistent implementation of the Q 12 Impact plan.
• To work closely with the Country Business Continuity Manager ( BCM ) to ensure that the CDU BCP plans are current up to date and regularly tested.
• Ensure DQM reports on CMS systems are appropriately addressed for both preventive and corrective action and participate in the forums from time to time.
• Ensure robust succession planning in place.
Qualifications & Skills
- Professional qualification and / or University graduate.
- Good knowledge of WB Policies and Guidelines ,banks products &services with Banking experience
- Good communication and public relationship , supervisory and Management skills
- Good working knowledge of the operations of other departments.
- Good working knowledge on Companies Act and legal requirements for perfection of security documentation.
