Job Description
• To manage the relationship between Credit Risk Control (CRC) and the various Business Units in OCC, Financial Markets [Wholesale Banking] Group Special Assets Management and SME in Tanzania.• To provide an effective and efficient high quality service for the Business Units and ensure that processes and COQtrols are proactively improved to meet customer needs.
• To maintain an independent contrql over securing documentation ensuring safe custody of all securing documentation [under dual control]
• To identify the strengths, weaknesses and appropriate training needs to develop talent capacity in the team for the benefit of the individual and the Bank.
• To guide the WB Segment teams to ensure that their processes /controls are aligned to Credit Risk Control objectives as per the CRC Global DOl.
• Oversight of the operational risk environment (through the KCSA/BORG etc processes), to ensure that it remains robust enough to support CRC.
• Oversight for excesses, overdue trade loans and loans in arrears- tracking resolution/escalate to Early Alert as appropriate
• To provide periodic I ad hoc data/reports for Regulators, auditors or governance purposes e.g. Country Portfolio Management Committee, Board, etc.
• To monitor compliance with portfolio standards on a monthly basis.
• To ensure MLPP- COD procedure is embedded I practiced by self and other staff members under the manager on an ongoing basis.
CDDQA
To verify the quality of COD completed by the OCC business and provide an independent confirmation to account opening units/ departments that the COD is in order and records are in place by ensuring:
• All accounts under Wholesale Banking (OCC & Global Markets), opened in
Transaction Posting System (TPS) are subjected to full COD Quality Assurance check.
• Compliance with Wholesale Bank AMUCDD guidelines.
• Conformity with Local and Group COD standards.
• Quality of data in TPS is in agreement with source documents.
• COD MIS extracts generated out9f TPS are obtained and a report on overdue COD reviews, expired deferrals, aged COD deferrals and accounts approved to retain (ATR) is sent to Group WB AML committee through Regional Head of Compliance Africa and in-country to Client Relationships.
• To prepare and submit COD status report to group CRC though Regional Head, Credit Risk control Africa, ensuring that data captured is in line with the reports as indicated under no 5 above.
• Carry out the function of UORM for KCSA/ORMA.
• Embed an effective Operational Risk Management Framework (ORMF) within the Unit to ensure all areas manage operational risks in a proactive, risk based and disciplined manner.
Key Roles & Responsibilities
• To improve productivity by reducing processing cost through effective management of resources and costs and exercise close budgetary controls to ensure the department’s cost is within the budget and robust capacity planning in place.
• To ensure compliance with the Internal Policies and Credit Policies, Global CRC DOl [ subject to country addenda] , External Policies, Regulatory and Statutory Requirements.
• To ensure creation and maintenance of a compliance culture, embed ORMA risk framework, undertake compliance monitoring, generate timely and accurate compliance reports (BKCSA schedules}, pro-actively advice Country Compliance on compliance issues and update new matrices as communicated by the Business Compliance Coordinator.•
• Review where applicable the MIS reports submitted to Group Risk.
• To act as an interface between CRC and the Business Units I support functions and ensure that the R&R I Service standards are appropriate in the range of business products.
• To ensure team is fully aware of the relevant Group policies and regulatory guidelines
• To ensure adherence to Anti-Money Laundering, Customer Due Diligence (COD) guidelines and other Zero Tolerance items of the Bank.
• To supervise and provide training to team in accordance with gaps identified and as appropriate.
• Support the Banks "Here for Good” brand promise and enhance the Banks profile on corporate social responsibility by participation in community projects.
• To explore “Best Practice" migration, including the driving of cost reduction initiatives.
• High staff engagement through consistent implementation of the Q 12 Impact plan.
• To handle lodgment and withdrawal of WB and SME securing documentation in the vault and in CMS as CPC Custodian Maker.
CDDQA
Ensure COD Checklist is 100 completed (No gaps) and that all constitutional documents are verified.
• Ensure COD Checklist is in conformity with Local and Group COD Standards and WB Guidelines.
• Direct confirmation that the WB accounts opened are not in the Special Reference Listing (SRL) unless graded (3).
• Ensure all other documents calledf-qr under COD are physically held, to include Proof of Physical Location eg. Utility Bills, Certificate of Official Searches from Registrar of Companies (Certified by Banks Approved Lawyers), Copies of Identification of Directors and Beneficial Owners etc.
• Ensure records are maintained on all Deferrals on COD Documents to Diarize expiry and to Report Details to the Business on monthly basis.
• Ensure DATA is maintained on all rejected COD forms with reasons for rejection and same reported weekly to WB- BORM.
• Ensure daily report on Accounts opened in TPS is received from Account Services and confirmed that there are no accounts under WB without properly completed COD Forms.
• Ensure accounts opened without COD Sign-off by CRC have a report sent to Business and WB BORM and any other authorized officers for remedial action.
• Ensure all details on outstanding COD are provided on monthly basis together with deferrals to Business for Rectification.
• Ensure all other CDD/AML related reports are sent to various parties on time and as set out under reporting guidelines to the Group and other units.
• Ensure Quality Assurance Checklists (currently No.5A) is completed and attached to all COD Checklist
• Maintain service quality standards towards Banks out serve initiative ensuring that sign-off for accounts being opened are done same day and reports are sent within the set dates.
• Report units OR issues and losses to UORM
• Assist UORM in developing and updating of procedures, controls and monitoring plans for operational risk management
• Act as OR coordinator for the section /unit
-To identify and report all exceptions or non-compliance to standard controls
- To identify and report all weakness inherent in the standard controls
- To maintain proper record-keeping on ll KCSA related activities
Qualifications & Skills
• Professional qualification and I or University graduate.
• Good knowledge of WB and SME Policies and Guidelines ,banks products & services with Banking experience Good communication, , supervisory and Management skills
• Good working knowledge of the operations of other departments
• Good working knowledge on Companies Act and legal requirements for perfection of security documentation.
• Paralegal knowledge an added advantage
• Good understanding and appreciation of operational risks.
•Good knowledge on Banks products and services.
•Good working knowledge of the operation of other departments.
• Experience of over 5 years on CDD related field.
• PC knowledge
