Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Addis Ababa, Dolo Ado, Shire and Asosa) and Yemen (Sa’naa).
The NRC Horn of Africa mission is an expanding programme. NRC has been operating in Somaliland (SL) since 2004, in Puntland (PL) since 2006, and in South Central (SC), with presence in Mogadishu, since January 2007. NRC started its operations in Kenya in the refugee camps in Dadaab in February 2007 and initiated shelter activities targeting Post-Election Violence IDPs in the Rift Valley region of Kenya in 2011. NRC then expanded its refugee programme in Kenya to Kakuma camps where it initiated sanitation and hygiene activities in the first half of 2012.
Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and livelihoods. Programmes target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.
The Horn of Africa mission is supported through a Regional Office in Nairobi, Kenya. Staff, International: 26. National: 300, Expected turnover for 2012: Approximately 50 million USD funded by 12 donors.
The Emergency Coordinator will support the NRC Molo Area in the Humanitarian Emergency Response Project’s (HERP) overall planning, monitoring, implementation/execution and reporting/documentation. The Emergency Coordinator will report to the NRC Country Director.
Job description
■Participate in the strategic planning and drafting proposals for humanitarian emergency response and NFI distribution activities, and the budgeting associated with them
■Assist in planning for project implementation including technical activity, financial and procurement planning, coordination and execution of the Humanitarian Emergency Response project
■Ensure the efficient distribution of non food items (NFIs) and other program items in accordance with NRC requirements
■Ensure that all HERP activities are conducted in accordance with budget lines
■Liaise with the finance, administration and logistics teams to ensure efficiency in response and full support to the HERP project
■Coordinate and monitor the implementation of the assistance program in the Molo Area, in close collaboration with the program staff and partners
■Contribute to the identification and development of action plan, advocacy and Protection initiatives on key issues
■Represent NRC externally, contributing to improved coordination in the Nakuru County Humanitarian Hub cluster and in liaison with partners and key stakeholders, especially the local administration.
■Provide capacity building and technical support to all HERP activities in NRC Molo
■Prepare periodic internal and donor reports in accordance with NRC and donor requirements and deadlines.

Qualifications
■Minimum of 7 years’ relevant working experience
■Substantial experience in conducting rapid assessments in complex emergencies and other crisis contexts, and working in fluctuating security environments, working knowledge of the KIRA methodology highly desirable.
■Excellent computer skills.
