Since the 1994 Genocide against the Tutsis, Rwanda has undertaken various governance reforms aimed at re-enforcing good governance and electoral democracy. Credible, peaceful and transparent elections are the foundation of democratic governance and sustainable development. Through elections citizens freely exercise their right to choose who should govern and the kind of policy options that will shape and influence the type of society they want. However for elections to be credible, transparent and peaceful, the institution that is vested with the mandate to conduct them must have the capacity to administer elections and be perceived to be independent, professional and efficient. From 2001, the National Electoral Commission of Rwanda has prepared and managed electoral cycles namely: 2001-2006 and 2008 and 2011 involving both local and national elections. Currently, it is also planning another cycle running from 2013-2019.
Throughout these electoral processes, UNDP and other development partners have supported the Commission in building its election management capacities to enhance the culture of free and fair elections. In particular, UNDP has in the past supported the Commission to train its election staff in the BRIDGE modules through its Inclusive Participation in Governance (IPG) project.

Duties and Responsibilities | |
Under the overall supervision of the National Electoral Commission (NEC) of Rwanda in collaboration with the Governance team of UNDP Rwanda, the International Trainers shall facilitate the Training of the National Electoral Commission Commissioners and senior staff on election administration and procedures. This training will aim to:
Strengthen the capacity building of the NEC for a successful implementation of the democratization process in Rwanda;
Reinforce the infrastructure and organizational capacity in planning, management, monitoring and evaluation of electoral processes
