OBJECTIVES OF THE PROGRAMME : The objectives of this programme are to provide technical support to Member States in strengthening implementation of intersectoral actions and setting up of associated mechanisms across sectors to address priority public health conditions namely, promoting individual and community participation, establishing partnership, alliances and networks, generating evidence based practices and strengthening leadership for good governance for health. | |
Description of duties: The incumbent will perform the following duties: Provide technical support to member States in setting up and running of sustained intersectoral action mechanisms across sectors or public health programmes to promote community participation, integrate health in all policies, strengthen good governance for health, establish partnership and generate and disseminate evidence for policy and programmatic decisions; Draft policy briefings on different sectors and share with ministries of health and other government sectors in order to inform policy making, legislative frameworks and programmatic decisions on addressing key social determinants of health and their risk factors; Adapt global norms, standards, briefings and tools to the regional context for purposes of strengthening intersectoral actions in education, social protection, housing, transport and etc., Assessment of needs, assets, challenges and opportunities among health and other sectors (using both qualitative and quantitative methodologies) for capacity development in intersectoral action in terms of leadership/stewardship, coordination and advocacy, documentation and sharing of good practices, training and monitoring of progress; Provide regular reports on trends in intersectoral actions across sectors and/or priority public health conditions and their impact in addressing key social determinants of health and their risk factors; Perform any other duties as may be required by the HPR Director. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced Public Health degree (Masters or Doctorate) in Health promotion or Public health policy. Desirable: Post-Graduate degree in behavioral sciences or health economics or health management. | |
Skills: Advanced knowledge and practical experience in coordinating and advocating for intersectoral action strengthening among Ministries of Health and other sectors e. g., community participation, health in all policies, good governance for health or partnership; | |
Experience: Essential: At least 7 years' experience in a leadership position in WHO/UN agency, Government or Civil Society Agencies with a primary role of fostering multisectoral approaches to address public health conditions leading to premature deaths, disability and ill-health in the African Region. Desirable: At least 3 years' experience in coordinating intersectoral actions to address key determinants of health in the African Region. Strong ability to build and maintain networks and alliances with Ministries of Health and other sectors for purposes of accelerating multisectoral response would also be an asset. Experience with the UN system is an added advantage. | |
Languages: Excellent knowledge of spoken and written English or French and a working knowledge of the other; knowledge of Portuguese is an asset. | |
Annual salary: (Net of tax) US$ 67,483 at single rate US$ 72,467 with primary dependants | Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
