The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.
In 2005, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen the Malawi’s Lab system, and scale-up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines (pneumococcal and rotavirus), Health Financing and Malaria Testing and Treatment.

Position Overview:
Based in Lilongwe, the Clinton Health Access Initiative (CHAI) is looking for a Senior Program Manager for Health Financing to lead CHAI support to the government of Malawi in addressing significant funding shortfalls within the health sector, and to provide technical assistance in optimizing use of financial resources available for health. Malawi faces significant challenges in securing sufficient funding to ensure the continuity and further scale-up of HIV care and treatment, malaria diagnostics and treatment, and the health sector in general. CHAI works in close partnership with the Ministry of Health (MOH), procuring pediatric ARVs, and providing technical assistance in a variety of areas.
The Senior Program Manager report to the Country Director and will manage a small team to provide critical support to the government in the quantification and mapping of funding needs and available resources, understanding current costs of interventions, identification of funding gaps, and accessing additional resources. The Senior Program Manager will be a part of a team that works very closely with the Ministry of Health, Ministry of Finance, as well as the National AIDS Commission and the National Malaria Control Program, cooperating on a regular basis with donors, partner organizations, NGOs and civil society. The Senior Program Manager will be called upon primarily to support these efforts strategically, but will also be required to support these efforts analytically as well.
This is a challenging, but very rewarding position which will have direct impact on tens of thousands of people in need of essential health services and life-saving interventions. It is an opportunity to work closely with a government that is committed to finding opportunities for sustainable financing of the health sector, provide critical skills support, and help to develop systems and tools that will increase access to and better management of funds, putting the health sector on stronger financial footing.
Responsibilities: -Manage and provide robust strategic and analytical support to the in-country health financing team, and actively participate in structuring the analytical approach, problem solving, and providing technical support to the government in areas such as: -Managing a team of highly motivated, smart, high performing individuals -Managing and coordinating activities across 3 work streams, managing communication with CHAI global support teams, and ensuring monitoring, evaluation and reporting requirements to program donors are met -Driving internal strategic planning and budgeting processes related to the 3 health financing work streams -Training and capacity building around health financing with Ministry of Health, Office of the President and Cabinet, the National AIDS Commission counterparts and development partners -Program implementation and execution of data driven interventions to support changes in policies, guidelines, and operational change involving the government, partners and other stakeholders -Modeling current costs of providing HIV, malaria, and general health interventions at the national and facility levels -Understanding current funding flows in HIV, malaria, and the broader health sector -Analyzing specific funding flows and supporting the identification of potential areas of inefficiencies and resource needs -Modeling to assess potential of different resource generation options, and for improved efficiency and effectiveness of various disease specific and system-wide interventions
Qualifications: -A Master’s degree from a well-recognized, high-calibre institution in a relevant field -A minimum of five years of experience in a private or public sector enterprise, with increasing levels of responsibility and experience managing other individuals -Strong program management experience including managing and recruiting teams, developing and evaluating budgets, creating and implementing work plans, and monitoring both program and staff performance -Very strong quantitative skills, including experiencing developing or evaluating financial models -Excellent verbal, visual and written communication skills -Natural ability to build strategic relationships and interact with individuals of different backgrounds -English language fluency, both written and verbal Excellent organizational and problem solving skills -Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals. -Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally -Ability to work independently on complex projects and solve challenging problems with limited structural or operational support -Strong analytical skills and technical proficiency with MS Excel and PowerPoint
Advantages: -Work experience in management consulting, finance and similar private enterprises, or in economics and public sector financing -Knowledge of/experience with the Global Fund proposal development process as well as knowledge of other donor funding mechanisms and processes (e.g., IHP, SWAp, HIPC funds, etc.) -Experience working in developing countries, particularly in the health sector -Experience working with recipient country governments and international partners in country -Programming languages proficiency such as python, and good facility with Microsoft ACCESS or similar open source software -Knowledge, experience and interest in innovative financing approaches for developing countries
