The Zambia Nutrition Assessment, Counseling, and Support (ZAMNACS) project, a United States Agency for International Development funded program (USAID) will support the delivery of nutrition assessment, counseling, and support (NACS) to HIV-positive individuals and orphans and vulnerable children (OVC) in selected sites of Zambia. ZAMNACS’ primary purpose is to promote good nutrition and prevent malnutrition in adults and children enrolled in existing HIV/AIDS prevention, care, and treatment programs as well as at-risk OVC. ZAMNACS’ secondary purpose is to improve antiretroviral therapy and palliative care outcomes through the provision of NACS to target populations at clinic and community levels. ZAMNAC’s goal is to develop a “proof of concept” for a proven NACS methodology that is cost effective and can be scaled-up nationally within the existing health system.

Reporting to the Finance and Operations Manager (FAO) based in Lusaka, the Project Administrator will provide financial and administrative support to project team.
Responsibilities include:
Budgeting and Financial Management
- Prepare financial transaction documentation to ensure it is complete, accurate, and complies with applicable polices and internal procedures
- Assist in the management and monitoring of budgets for the ZAMNACS team in coordination with the Finance and Operations Manager.
Contract Management and Procurement
- Assist the FAO in the contract management; ensuring good development and submission of documents for consultants; monitor and report progress against contract and agreement SOWs, budgets, reporting, payment schedules and deliverables.
- Assist the FAO in monitoring of the sub awards; monitor and report progress against contract and deliverables, budgets, reporting and payment schedules.
- Assist in the development and maintenance of a procurement plan for ZAMNACS Team, based on the annual work plan, in coordination with program and technical staff; establish the timeline for initiation of procurements, allowing time for complete procurement process per PATH and USAID procurement policies
Implementation Support Project Activities
- Ensure that all financial activities are conducted with the approval of appropriate ZAMNACS designees for expense approval and technical oversight.
- Facilitate processing of transactions by ZAMNACS, liaising with the FOA and Zambia Country Office financial management team for processing and generation of payments, purchase orders, etc.
- Work with the Logistics Officer to plan and coordinate full range of logistics for delivery of supplies and commodities, workshops, meetings, & field work activities; develop detailed budgets for activities using established formats; prepare financial reports of workshops, meetings, and field work activities.
- May administer funds and maintain all documentation for assigned field activities including managing cash disbursements to meeting, workshop, and field work activities participants.
Supervision and Coordination
- Maintain an active knowledge and understanding of PATH policies and procedures and USAID Rules and Regulations; seek out guidance from the relevant authority to resolve policy questions; and recommend changes to policies and procedures when appropriate and necessary.
- Ensure efficient record-keeping and financial transaction tracking.
- Will supervise the work of the Program Assistant and project drivers.
Required Skills
- Advanced level skills in Microsoft Word, Excel, Access, and Outlook.
- Well-organized and attention to details with good follow-through skills
- Strong communication skills; ability to convey budget and management policy to technical staff, communicate PATH policies to partners and work with MACEPA staff around the world to troubleshoot when needed.
- Good financial management skills; strong emphasis on adhering to donor regulations and keeping detailed financial records, managing/overseeing records management and accounts payable.
- Good understanding of USAID rules and regulations will be an added advantage.
- Proven interpersonal skills and ability to work effectively in a team.
- Excellent written and spoken English.
- Able to travel domestically in support of project activities and internationally for training and meetings up to 25%.
- Currently eligible to work in Zambia.
Required Experience
Bachelor's degree in accounting, business management, or public administration, plus a minimum of five years of progressively responsible financial management responsibility in an NGO environment to include supervision of staff, report development, and maintaining the highest standards of accountability and compliance with organizational policies and procedures; or an equivalent combination of education and experience. Experience using budget management software with the ability to create and manage advance workbooks in Excel. Budget Projection and forecasting experience required.
