GOAL Head of Human Resources


Location: Dublin (with periods of travel to each of its country programmes) Reporting to: Chief Operating Officer
GOAL is an international humanitarian agency established in 1977 currently operating in 13 countries world-wide. GOAL is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union. GOAL is now seeking to recruit a Head of Human Resources to join its management team. With responsibility for the development and implementation of GOAL'S Global HR Strategy, reporting to the COO, the successful candidate will have operated at a senior management level in a previous HR Management role.
The Head of HR will be responsible for: • Setting the strategic direction of GOAL's Global HR function. Developing the core competence of the HR team so that they are able to adapt to the ever changing needs of GOAL's global strategy. • Building a Learning and Development Culture by designing and implementing a Continuous Professional Development Programme for international and national staff in each country. • Establishing strong and credible working relationships with each member of the management team so that HR is seen to tailor its service to the particular needs of each department and to the needs of each country programme. • Strengthening and supporting countries in the development of country specific strategies by proactively looking at retention, personal development and resource planning initiatives for each country. • Building relationships with each country's team of international and national staff so that HR delivers the most relevant and appropriate advice for each country's circumstances. • Ensuring that the HR team develops a flexible and pragmatic client driven approach to Human Resources Management solutions and practices. • Developing new and innovative global recruitment strategies which will ensure that the best candidates in the market are recruited, developed and retained by GOAL in each country including the development of potential alliances with other organisations, agencies and or third level institutions • Establishing and leading HR best practice strategies across each of its country programmes. • Developing a collaborative HR network with experienced HR professionals from within the NGO sector • Streamlining HR processes and procedures so that the HR team focus their energies on developing strong relationships with their counterparts in Operations, Finance, IT, Fundraising & Marketing and Country Directors. • Developing and implementing relevant and appropriate performance, objective setting and review processes both for Head Office and across GOAL. • Presenting and updating the Management Team and, from time to time, GOAL's Board on a wide range of HR related strategies. • Working with the Finance function to ensure adherence to statutory requirements
Key Duties: • In conjunction with the management team lead the development of global HR initiatives. • Manage the development, rollout and monitoring of organizational policies, procedures and HR information systems ensuring compliance with labour laws of the relevant countries. • Lead and provide support on various employee engagement projects and/or initiatives adding value through HR experience and innovation. • Ensure the HR team develops robust communication channels with their respective counterparts in other departments. • Ensure the HR team takes responsibility for educating staff on the potential tax liability.
• Develop the competence of the HR team so that each individual member of the team is seen to provide best in class HR service, advice and support to their respective area of the business. • Ensure that all information and communication is handled sensitively and confidentially so that the HR team have the trust and confidence of everyone they work with to deal with every piece of information that comes through / to HR both confidentially and appropriately. • Manage the development of resourcing and recruitment plans and processes to ensure that necessary employees are available to meet operational requirements, on time and within budget. • Drive continuous improvement in the HR service provision and in HR administration to streamline processes while maintaining necessary controls and statutory records. • Provide in-depth advice and guidance on HR policies and procedures
• Support the Organisation with Employee Relation matters advising and where relevant assisting, and preparing necessary correspondence in relation to employee relations. Partnering with line management and Country Directors in relation to grievances/performance management issues. • Ensure that compensation and conditions are fair and are handled consistently in each jurisdiction which GOAL operates.. • Work with the HR team to design and implement Country and Head Office specific Performance Management and Learning and Development Programmes • Contribute to the development and maintenance of a management information system for GOAL’s Human Resource function.
Requirements: The successful candidate should ideally have/ be able to demonstrate the following: • Minimum of 10 years’ experience in a HR leadership role in a large complex organization. • Candidates should possess a high level of HR expertise and should have led successful change management initiatives. • Strong track record of international overseas HRM or programme management experience. • Proven knowledge and experience of developing country contexts – within the HR arena together with previous experience of working with an NGO or in the voluntary sector • A recognised HR Qualification • A commitment to performance measurement and continuous improvement • Ability to effectively prioritize and execute tasks in a high-pressure environment. • Proven record of successfully contributing to the development and implementation of global HR strategies • Ability to demonstrate success as a decision make and innovator • Excellent communication and interpersonal skills with internal and external audiences with a flair for presenting and facilitating • Excellent organisation and planning skills with proven experience of leading the day to day practices and operations of a HR function. • A commitment to the pivotal role of HR in NGO's in general and in GOAL in particular. Someone who readily identifies with the ethos and values of GOAL. • Ability to take the lead on a number of HR related projects which, from time to time, require the input of other managers from other disciplines.
