BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, Water and Environmental Sanitation, food and NFI distribution, Community Driven development and advocacy amongst others. There are four main programme offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently, DRC has over 300 staff in the region. The last 3 years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
OVERALL OBJECTIVES
The position of the Documentation & HAP Coordinator will work under the supervision of Programme Development and Grants Manager for DRC Somalia. The key objectives of this position include the following:
• Humanitarian Accountability Practice (HAP) Focal point for DRC Somalia programme.
• Gender Focal Point for DRC Somalia Programme
• Facilitate staff training on HAP, Gender, reporting and other related components for the country programme as per the need.
• Support consistent integration of HAP principles into the work of DRC Somalia.
• Management of the central database system, and supervision of data entry staff.
• Take lead to ensure functionality of the beneficiary feedback system in Somalia.
• Consolidation of country reports in close consultation with the Program Development & Grants Manager.
• Documentation of lessons learned through HAP/Gender monitoring.
• Provide M&E support as required through collaboration with the M&E Coordinator.
KEY RESPONSIBILITIES
This position will primarily focus on reporting, documentation, HAP and Gender mainstreaming with significant working together and collaboration with the M&E coordinator. In addition, the Officer will support a consistent integration of Gender and HAP principles and practices into all DRC Somalia programmes activities.
THE KEY RESPONSIBILITIES INCLUDE:
• Consolidation of some reports from program areas for various donors as well as monthly reports to the Country Director/country teams.
• Direct management of the Central Database system for DRC Somalia
• Focal point for developing HAP approaches within DRC Somalia and following up to ensure compliance with HAP guidelines and work plans.
• In consultation with the grants manager, coordinate developing and drafting donor reports;
• Coordinate application and integration of gender issues and concerns into programme work.
• Supervise the Management Information Systems Officer in-charge of the SMS Accountability Mechanism
• Generate content and moderate discussions on Facebook, Flickr and YouTube to improve the accountability of DRC project towards its stakeholders, and supervise other officers who generate the content.
• Consolidate Quarterly portfolios across the programmes and key lessons learnt across the programme.
• Any other role as delegated by the supervisor or SMT.
QUALIFICATIONS
• Minimum of Degree in International Development, Programme development; Social Studies, Information Technology or other related field.
• A minimum of 3 years experience in a senior programmatic capacity in reporting, database management, HAP and gender areas in humanitarian programs.
• Knowledge and experience in participatory approaches and tools for data collection, analysis, community planning, monitoring and evaluation.
• Proficiency in written and spoken English is required and proficiency in written and spoken Somali is preferred.
• Extensive and proven experience in reporting for a variety of Donors, and proposal development is required.
• Experience in capacity building, and in facilitating trainings.
• Good command of computer programs and applications.
• Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations various stakeholders.
REPORTING
The DHAP Coordinator will report to the Programme Development and Grants Manager for DRC Somalia.
CONDITIONS
Availability: 1. February 2013
Duty station: Hargeisa with frequent travel to other field offices in Somalia. Please note that this posting is a non-family duty station.
Contract: One year with possibility of extension.
Terms: This position is rated as A13 on the DRC salary scale available at www.drc.dk
