Summary
Purpose To provide support to the development of National Nutrition Multi sectorial action plan for 2013-2017 Level fee P5 Location Khartoum Duration Three months Start Date January 2013 Reporting to Nutrition Manager
Objective To provide technical support to the Government of Sudan on the development of realistic, feasible, and time bound national nutrition strategy addressing the multi sectorial issues influencing nutrition. The document should be relevant for the period of 2013-2017 through support to the Federal and State level Ministries of Health and related government ministries.
Specific Tasks
In close collaboration with the National Nutrition Strategy Formulation committee and WFP’s focal point perform following tasks:
- Review of available nutrition information at national and state level as well as review of documentation of current plans, multi sectorial analysis and any evaluations and secondary data which is available on current nutrition programming.
- Meet relevant stakeholders including inter-sector government entities, civil society representatives, UN, INGOs and private sectors.
- Review the National Development Plans, Agriculture Development Plan, Interim Poverty Strategy Reduction Plan, Health Sector Development Plan, National Social Safety programmes/projects, Nutrition Policy and other relevant documents and identify opportunities and constraints that has direct and indirect impact on the nutritional wellbeing of the population.
- Review on-going drafting process of the National Strategy, and the draft. Based on the analysis outlined in step 3, revise/edit the draft strategy to be used as working document for the follow-up workshops at national and state levels.
- Identify key stakeholders that are essential for the effective execution of the National Strategy.
- Develop a plan for a national and four regional level workshops for the multi sectorial consultations Facilitate the national workshop and ensure i) the by-in by multi sector stakeholders, ii) inputs from cross-sectors stakeholders is received, iii) mechanism of coordination between sectors are outlined, iv) key cross-sector strategies are identified and agreed upon by all stakeholders.
- Support the regional level workshops to ensure the points identified in step 6 are also taken into considerations at sub-national level.
- Consolidate the inputs for regional and national level workshops into the draft strategy and feedback to the in-country working group and the Nutrition Council.
- Finalize the draft National Strategy
- Plan and facilitate a second national level workshop for adoption of the National Strategy by multi-sector stakeholder and the development of detailed plan of actions for all relevant stakeholders to facilitate the execution of the National Strategy Document workshop findings.
- In coordination with WFP focal point, undertake independent de-briefing / sensitization meetings with the main government ministries, UNCT, NGO community and donors on the national nutrition plan details, roles division and the expected operation environment/ pre-conditions for its successful implementation.

Expected background and Experience
• Advanced University. degree - in Nutrition and/or Public Health • Previous experience in nutrition policy development. • Excellent communication skills (report writing and presentation), organizational skills and the ability to work in a team. • Excellent analytical skills • At least 10 years’ experience in the development field, plus at least two years of emergency work • Previous experience in Sudan is an advantage • English essential, Arabic language is an advantage but not a must
General Conditions: Procedures and Logistics
In addition to the daily rate the SSA consultancy will include DSA and travel costs. DSA will be advanced in country upon request. Due to security issues, the consultant will be required to stay in housing that meets UN security standards. UNICEF can make recommendations on housing options in Khartoum, however housing in Sudan shall be paid by the consultant. These fees should be covered by the DSA. The consultant will be responsible to bring all necessary laptop and computer accessories. They will not be able to connect directly to the UNICEF internet system, but will be given access to shared computers as needed. They will be supported in terms of paper and basic office supplies including internet access while in the UNICEF premises. Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays. Internal flight costs will be covered by UNICEF Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement. No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor. For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued. No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station. Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand. Notes: Consultants will not have supervisory responsibilities or authority on UNICEF budget.
