PACE seeks a highly qualified candidate for the position of Deputy
Chief of Party (DCOP) for an anticipated $50 million USAID-funded
project for Communication for Healthy Communities (CHC) in Uganda
beginning in late 2013. The project will have a strong focus on
increasing the adoption of healthy behaviors (including uptake of
critical health services) through strengthened health communication for
improved health outcomes.
The Deputy Chief of Party (DCOP) will deputize the COP in all matters regarding activity implementation and management to achieve CHC Strategic objectives and plan .S/he will take over leadership and oversight of the activity in the absence of the COP.
The USAID solicitation for this project requires that "a minimum of four out of five key personnel positions for this proposal must be from either Uganda or the East African Region. Countries comprising the East African Region include Uganda, Burundi, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Rwanda, Tanzania, Somalia, and Southern Sudan." Nationals from these countries are highly encouraged to apply. * This position is contingent upon funding.
RESPONSIBILITIES: 1. Supervise all project operations and support Chief of Party in ensuring contractual compliance and strong performance of the project and project staff. 2. Directly manage program design and implementation, maximizing impact, and setting and achieving SMART annual performance objectives. 3. Support the Chief of Party in overall program and budget oversight 4. Coordinate project partners to ensure high quality, evidence-based communication program design, implementation, and evaluation according to the project cooperative; agreement, technical deliverables and work plans. 5. Serve as acting Chief of Party during Chief of Party absences 6. Support the Chief of Party in communications with USAID and other stakeholders 7. Ensure timeliness of Program deliverables and conduct quality control of all communications 8. Enforce compliance with local and international guidelines, standards and best practices. 9. Lead technical capacity building of subaward partners and of CHC program staff. 10. Manage staff performance including SMART MBO development, routine feedback, regular supportive supervision, performance appraisals and capacity building.
11. Contribute to program systems and procedures development, improvement and dissemination, ensuring continuous technical and cost improvements. Where possible, transfer strong systems and procedures to subaward partners. 12. Lead internal and external program planning and reporting, including joint annual work planning with subaward partners, implementing partners, donors, and the Government of Uganda (Work planning and Reporting). 13. Represent CHC in technical, programmatic, and coordination meetings with the Government, Donors and Partners;
REQUIREMENTS/QUALIFICATIONS:
• A Master’s Degree or higher in Public Health, Social Sciences or equivalent field. • Minimum eight years of progressively increasing responsibility working in public health in the area of health communication, promotion and/or education • Experience in developing countries managing large-scale health communication activities • Demonstrated management skills, including relevant experience in direct supervision of professional staff • Depth and breadth of knowledge of and experience in health communication programming. • Demonstrated experience implementing US Government Agreements and/or Contracts for an INGO. • Technical familiarity with international health, development issues and the international donor community. • Ability to work effectively in partnership with a variety of audiences and organizations, including senior government, donor, and implementing partners.
• Excellent writing, presentation and interpersonal communication skills preferred. • Ugandan citizen or from the East African region are encouraged to apply
Additionally, the successful candidate will have a capacity building approach to day-to-day work; creativity; ability to work efficiently and quickly under pressure; strong negotiation skills; and the interest to work on a team. Preference will be given to candidates with relevant working knowledge of the public health sector in Uganda
