SUMMARY:
Counterpart International is recruiting a Chief of Party (COP) for a 3-year $12 million program in the Republic of Sudan that aims to broaden the base and capacity of civil society actors and networks, increase civic engagement, and promote peace and democratic governance. Technical assistance will target women and youth, promote access to information, facilitate consensus building, help mitigate conflict, and build bridges between civil society, government and the private sector, especially in marginalized areas. The COP will represent Counterpart to USAID, local and national government authorities, local CSOs, and other relevant donor organizations in Kenya and Sudan. The COP will be responsible for management and financial oversight of the program, as well as coordination of program activities. This position will be based in Nairobi with frequent travel to Sudan and other countries within the region, with eventual relocation to Khartoum possible.
DUTIES AND RESPONSIBILITIES:
Through close collaboration with Counterpart International’s headquarters Government and Civil Society Strengthening management team, the COP will:
• Provide vision, strategic, operational and administrative leadership essential for effective program implementation and donor/partner relations.
• Ensure that appropriate administrative, financial and logistical procedures are established and maintained in accordance with Counterpart guidelines and policies.
• Guide and ensure the highest quality of project implementation, coordination, recruitment/hiring, monitoring and evaluation, reporting, and communications.
• Represent Counterpart externally with USAID, other donors, local partners, government representatives and citizens.
• Provide oversight and executive support to the lead staff fielded by Counterpart’s primary implementation partner.
• Develop strong organizational relationships and partnerships with local and national government authorities in Kenya and Sudan.
• Recruit, train and supervise administrative and programmatic staff, ensuring clear scopes, reporting lines, delegations of authority, and sense of team.
• Implement continuous staff mentoring and professional development, with emphasis on building the capacity of national staff.
• Coordinate activities between the field office and Counterpart International headquarters.
• Serve as the principal liaison with USAID, responsible for reporting program results on an as-needed basis, and cultivating and maintaining a positive and proactive relationship with the USAID Agreement Officer’s Representative (AOR), the Agreement officer and other key staff, as appropriate.
• Oversee an integrated package of capacity building, organizational development, grant-making, technical assistance, training, and study tour project components.
• Ensure the project meets programmatic, pace and burn requirements per the approved work plan, PMEP and budget, in compliance with organizational policies and donor rules and regulations.
• Provide specialized technical assistance to program staff, local government agencies and civil society organizations as required.
• Oversee design and management of the procurement process and competitive selection of local program partners, consultants and service providers.
• Conduct all field-based donor and partner communications and negotiations.
• Assume financial accountability for the project and assure adherence to all applicable USG regulations and Counterpart compliance standards/procedures.
QUALIFICATIONS:
• A minimum of 8 to 10 years’ professional experience in international development with executive or senior management experience in Africa. Prior experience working on civil society, governance or capacity building programs desirable. Experience working in Sudan highly desirable. Experience leading/managing remote operations highly desirable.
• Demonstrated record of strong performance as Chief of Party, Deputy Chief of Party, or senior management/executive equivalent governance or capacity building programs.
• Master’s Degree in Management, Political Science, International Development or a relevant field of study, or equivalent years of work experience.
• Demonstrated knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Experience managing complex USAID programs with sub-grants is highly desired.
• Demonstrated knowledge and capabilities in at least 2 of the following areas: civil society capacity development, civic engagement, good governance and community development, peace-building/conflict mitigation, and gender and youth.
• Strong representation and communications skills, including interpersonal and written and oral English, to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of regional stakeholders.
• Fluency in English required. Knowledge of Arabic preferred, but not required.
• Ability to secure a visa/work permit for Kenya/Sudan.
