CONSULTANCY TO DEVELOP A REGIONAL FRAMEWORK FOR YOUTH IN GOVERNANCE AND ECONOMIC SECURITY


INTRODUCTION
Plan is an international, humanitarian, child-centred development organisation which works in over 60 countries to realise its vision of a world where all children realise their potential in societies that respect rights and dignities.
Plan Regional Office for Eastern and Southern Africa (RESA) invites tenders from qualified consultants and/or firms for consultancy services to develop a Regional Framework for Youth in Governance and Economic Security to guide Plan RESA Country offices on the principles and practices within which they should engender youth led development. The scope of target countries is Rwanda, Ethiopia, Kenya, Tanzania, Uganda, Egypt, Mozambique, Malawi, Zambia, Zimbabwe, Sudan and South Sudan
QUALIFICATIONS AND TECHNICAL EXPERTISE
The development process requires the consulting firm and/or consultant to comply with the following profile: • Degree and/or proven expertise in governance, economics and social development with a specific focus on youth employability and governance programming • Excellent experience in working in economic and governance empowerment programs with youth at regional, national and community level and a commitment to youth participation in programming; • Solid understanding and experience in youth development programming • Solid experience in strategy development and analysis • Solid experience in participatory workshop facilitation; • Proven experience of research in Sub-Saharan Africa and a solid understanding on youth rights, child rights and youth development issues in Africa; • Previous experience in publishing research work and development strategies in the areas of economic empowerment, employability, and governance • Excellent writing skills in English.
SUBMISSION OF PROPOSALS
Interested consulting firms should prepare and submit by December 31st, 2012, Expressions of interested detailing technical and financial proposal including: • a description of the proposed framework development methodology • a proposed work calendar; for research process and reporting concluded by end of April 2013 • a detailed budget outline • Curriculum Vitae of Key consultants/researchers proposed • Two references of previous clients
