EUSR for the Horn of Africa

Main tasks
Under the authority of the EU Special Representative for the Horn of Africa (EUSR), the SPME's role can be broadly divided into two categories:
- SECURITY AND POLITICAL DIALOGUE WITH SOMALI AUTHORITIES;
- LIAISON WITH UN, AMISOM, DIPLOMATIC MISSIONS AND INTERNATIONAL ORGANISATIONS IN SOMALIA ON SECURITY AND POLITICAL-MILITARY ISSUES.
In more detail, the categories can be broken down into the following tasks:
- Liaise at a political level with the local authorities upon the request of the EUSR;
- Assess prevailing local/regional security conditions in efforts to identify security threats, risks, trends, patterns, and assist the MSO to disseminate all relevant safety/security advisories/reports/alerts to the EUSR and his staff in a timely manner;
- Be overall responsible for the coordination with any CSDP missions in the country, the EU Somalia Unit and its Regional Security Officer, Member States' representation and United Nations (UN) agencies in the region to ensure participation in the local and regional security plans;
- Develop and maintain a dialogue with local/national security services and government actors related to the safety and security of mission staff and the protection of mission assets in conjunction with the MSO;
- Maintain effective working relationships with other EU/UN/Inter-governmental Organisations ("IGO") security personnel and attend higher level security cell meetings as required;
- Represent the EUSR in the country SMT and/or area SMT meetings, or attend as required as an observer;
- Acting on behalf of the EUSR as the designated authority to request Security Clearances from Member States, the SMPE will act as the officer responsible for agreeing all necessary security clearances in the mission environment; the MSO will process such agreed requests;
- If required, the SMPE will appraise existing security companies represented locally which could provide security services for the mission, as well as staff members living outside a compound. Recommendations will then be made to the EUSR on which companies are most suitable, and as required, the SPME shall negotiate contracts with the companies selected;
- Upon EUSR's request the SPME shall travel to another duty station for a short mission, to assist the EUSR there with any aspect related to security management and the implementation of the EUSR mandate; and
- Perform such other duties as may be assigned.
Qualifications and experience
- Preferably Lieutenant-colonel, , or equivalent in a military, police force or intelligence services with experience in political and security affairs;
- Graduated by a national military/police academy or ex military/police background or equivalent combination of education, training and practical experience;
- Civilian Crisis Management Course (CEPOL) certification desirable;
- Minimum of 10 years of progressively responsible professional experience at management level in the political and security arena;
- Ability to work on appropriate shifts across 24 hours period;
- International experience, particularly from the ESDP and other international Missions in crisis areas with multi-national and international organizations highly desirable;
- Fluency in English (spoken, read, written, understood) mandatory;
- Solid knowledge of the Somali arena especially political and security aspects;
- Ability to operate Windows and Power Point applications, including Word processing, e-mail, and spreadsheets (Excel);
- Excellent analytical, organizational, managerial and problem-solving skills;
- Ability to establish priorities and to plan and co-ordinate /lead the Mission security team;
- Good interpersonal skills, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
- Highly resilient under mental pressure (stress-resistant) and willingness to work extra hours when required;
- Civilian driving license class B and C mandatory;
- Diplomatic Passport desirable.
Additional requirement
- EU Security Clearance at Level Secret only. No equivalent is acceptable. The employee is required to present a valid certificate with the necessary level of security clearance from the country of permanent residency.
Terms and conditions
- Only those candidates who meet the eligibility criteria will be considered;
- This is a full time position, based in Mogadishu with regular rotations to Nairobi, travelling to other places in the region may be required;
- An initial international contract is offered until 30th of June 2013 with a possibility of continuation depending on the renewal of the EUSR's mandate and available budgetary funding;
- Starting date: as soon as possible;
- Competitive salary package according to experience.

The candidates considered to be most suitable will be short-listed. The EUSR will be responsible for the final selection and notify the selected candidate.
