EUSR for the Horn of Africa

Main tasks
In line with the EU's Policy on the Security of EU staff deployed outside the EU in an operational capacity in Somalia under Title V of the TEU (Field Security Policy), and under the authority of the EU Special Representative for the Horn of Africa (EUSR), the MSO Somalia is responsible for the following main tasks:
- THE PROCESS OF PREPARING, RENDERING OPERATIONAL, IMPLEMENTING AND UPDATING THE MISSION SECURITY PLAN;
- EMERGENCY COMMUNICATIONS;
- OFFICE SECURITY; and
- RESIDENTIAL SECURITY.
In more detail, the above main tasks can be broken down into the following tasks:
- Develop, implement and maintain a Mission Security Plan, an Evacuation Plan, a MEDEVAC Plan, appropriate contingency plans and all relevant security Standard Operating Procedures (SOPs) for the mission's entire mission area across the region;
- Ensure the effective implementation of those security operating standards;
- Liaise with the EU Somalia Unit, AMISOM, UN, Somali Authorities and others as appropriate to monitor and assess the security situation, make security recommendations, adopt the security measures as appropriate and update/upgrade the Mission Security Plans when necessary;
- To carry out the daily management of the Mission’s Security Plans;
- To be responsible, in line with the EU's Field Security Policy and its supporting documents, for the continued development, implementation and updating of the Mission security plans;
- To ensure that the security policies and procedures are followed as per Mission SOPs;
- Liaise with UN, UK, AMISOM and others as appropriate on the practical security arrangements for the EUSR Office/Compound;
- To ensure timely and accurate security reporting, including real time reporting, from potential trouble spots;
- Develop appropriate context-specific security operating standards;
- Ensure mission/programme staff are aware of and compliant with all EEAS Security Directorate security procedures as prescribed by the Field Security Policy
- Conduct physical security assessments of office premises, vehicles and international residences and provide advice to ensure compliance;
- Arrange security provisions for movements out of the EUSR Office/Compound;
- Manage guard force at the EUSR office/compound in Mogadishu;
- Set up and maintain a radio room primarily for programme and emergency communications;
- Manage the distribution of HF, VHF radios, TETRA, satellite and mobile telephones as appropriate ensuring adequate staff training and allocation of call signs;
- Ensure that correct procedures are followed and respected in terms of the handling, storage and destruction of EU Classified Information in accordance with EU Security Policy Guidelines;
- To ensure personal security advice is given to the EUSR and his staff members as required. Provide security orientation briefings to all new staff and visitors. Ensure all staff are booked onto appropriate safety/security training as required;
- Maintain an ongoing evaluation of the appropriateness and practicality of regional air and land evacuation routes and resources for use in emergencies throughout the year as well as adverse climatic conditions in accordance the mission security/evacuation plans;
- Maintain continuous open lines of communication with the appropriate EEAS Security Directorate Desk Officer, to ensure cooperation and coordination on all security matters and, as required, keep EEAS SitRoom and EEAS Security Directorate informed of significant safety/security incidents;
- Conduct investigations and submit reports to the EEAS Security Directorate as appropriate following serious or critical security-related incidents and follow-up on the implementation of any lessons identified by the incident;
- Develop and maintain fire safety procedures, including the maintenance of fire fighting equipment and detection devices are in place, conduct fire safety training and emergency evacuation drills required;
- Notification to SitRoom, and EEAS Security Directorate of arrival, travel movements and safe departure of all visitors to the mission;
- To work in close cooperation with the Department of Administration in matters related to the purchasing of necessary security related equipment and services;
- To carry out other tasks as delegated by the EUSR or his Deputy.
Qualifications and experience
- Graduate from a national military/police academy with specialized training in field operations, force protection and/or security with at least 3 years of relevant work experience - not dating back more than two years from this current application- in Mission security matters or professional training on Field Security with at least 3 years of relevant work experience - not dating back more than two years from this current application - in a field security capacity in an international organization involved in crisis management (UN or UN agency, OSCE, ICRC,…);
- In both cases professional experience must demonstrate increasing responsibility at management level in the civilian security field or in the military/police field, in particular with regard to the security/protection of personnel, facilities and assets;
- Ability to work in a demanding, deadline-driven environment and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
- Experience in planning and implementing projects;
- International experience, particularly in crisis management/SSR (desirable);
- Experience in (East) Africa will be considered as an advantage.
Additional requirement
- EU Security Clearance at Level Secret only. No equivalent is acceptable. The employee is required to present a valid certificate with the necessary level of security clearance from the country of permanent residency.
Terms and conditions
- Only those candidates who meet the eligibility criteria will be considered;
- This is a full time position, based in Mogadishu with regular rotations to Nairobi, travelling to other places in the region as necessary;
- An initial international contract is offered until 30th of June 2013 with a possibility of continuation depending on the renewal of the EUSR's mandate and available budgetary funding;
- Starting date: as soon as possible.
