Job Summary
The Humanitarian Capacity Building Coordinator is responsible for coordinating CARE’s efforts to build our staff capacity to deliver high quality, effective emergency responses, in support of CARE’s Humanitarian and Emergency Strategy 2013 – 2020. The Capacity Building Coordinator will have primary responsible for humanitarian training and staff capacity building including management of CARE’s humanitarian training curriculum and coordination of training and capacity building efforts across CI, delivery of CARE’s global training programs, support for in country capacity building activities and close collaboration with teams working on preparedness and people management to ensure integration of staff capacity building within preparedness and HR systems. This person will need to coordinate closely with a diverse group of stakeholders across the CARE world and in peer agencies and will lead interagency coordination on capacity building such as engaging the staff capacity work of the ECB project. The position will also lead on evaluating and demonstrating impact of CARE’s capacity building programs.
Specific Areas of Responsibility
Capacity building strategy and coordination - 20%
- Outline CARE’s priorities and strategic approach to building staff capacity to ensure our training and capacity building efforts are aligned with our overall strategy and coordinate capacity building efforts with CARE members to ensure collective implementation of a strategic approach to capacity building;
- Work closely with team members across the CARE federation leading work on preparedness (including Head of Operations, RECs and CARE USA Senior Advisor on Preparedness) to ensure staff training and capacity building is integrated with the ‘preparedness platform’ to be developed and piloted under the new strategy;
- Work closely with the CI Emergency Human Resources Coordinator to align staff capacity building activities with our people management needs, in particular with the Rapid Response Team and CI RED management;
- Coordinate with other peer agencies, in particular ECB, and the ECB manager to share CARE’s resources and to use learning from ECB in CARE’s capacity building efforts, including representing CI in the ECB staff capacity advisors group.
Training development and management - 40%
- Manage all aspects of the delivery of CARE’s core global training programs – CARE Humanitarian and Emergency Operations Learning Program (CHEOPS) and the Emergency Leadership and Management Program (ELMP);
- Update and manage CARE’s overall humanitarian training curriculum including identifying gaps and ways to address them;
- Work with RECs to identify and coordinate support for CO training and staff capacity building:
- Provide technical advice and support on training methodology and good practice to sector specialists, Regional Emergency Coordinators (RECs), CARE member emergency managers and others involved in developing training;
- Coordinate and support the humanitarian training community - a peer network of staff involved in delivering training and identify opportunities for skills development;
- Monitor external and interagency training initiatives and support CARE staff to access other external training courses;
- Monitor training and capacity building activities being delivered in CARE and ensure learning, improvement and evaluation and documentation of impact.
Guidelines and tools - 30%
- Work with technical specialists and key CEG staff to ensure key tools such as the CARE Emergency Toolkit and CARE Emergency Pocketbook are updated to reflect the new strategy, new learning and retain their focus on simple, easy to use tools for staff;
- Update and develop new tools to support capacity building as required in line with the new strategy (eg CO Humanitarian Training Package materials CO capacity building matrix);
- Ensure plans are in place to orient staff to new tools when they are updated;
- Work closely with the CI Operations Administrator to ensure changes to tools and resources are reflected in the relevant websites;
- Manage the CO ERT Humanitarian Training Package files, Training calendar and collaboration space in Minerva and ensure they are kept up to date, with the help of the CI Operations Administrator;
- Ensure the CARE Training Tracker is updated and data on training is maintained and reported.
Other tasks as necessary – 10%
- Deploy to emergencies and provide in country capacity building support when needed;
- Other support as requested by the CI Head of Emergency Program Quality.
Working Conditions
The position is a member of the CARE Emergencies Group, which is based within the CARE International Secretariat in Geneva, Switzerland. This is a home based position and it is expected that the Capacity Building Coordinator will spend up to 30% of his/her time travelling to manage the delivery of training, attend key meetings and provide support to emergency response operations.
Qualifications and experience
Required Qualifications
- Masters degree, or relevant combination of qualifications and experience, in a relevant field related to humanitarian response and/or training.
Required Experience and Background
- 1At least 8 years experience in the humanitarian sector, with a mix of experience across emergency preparedness and response and humanitarian training roles;
- Experience in developing and implementing training programs;
- Excellent presentation and facilitation skills;
- Experience in analysis, development and application of protocols, guidelines, best practices and tools for humanitarian response and preparedness;
- Experienced in project management and working against tight deadlines;
- Good knowledge of humanitarian policy and practice;
- Highest level of conceptual writing and content development skills;
- Good communication skills (written and verbal);
- Willingness to spend small proportion of time travelling away from home;
- Language skills: English fluency and preferably a second relevant language (i.e. French, Spanish).
