Terrafina Microfinance is a microfinance programme for Africa, jointly set up by ICCO, Oikocredit and the Rabobank Foundation. Terrafina Microfinance focuses on capacity-building of microfinance institutions aiming to contribute to rural development through improved access to microfinance for rural producers and entrepreneurs Terrafina Microfinance focuses on three rural areas in Africa: West Africa (Mali, Burkina Faso, Senegal), the Horn (Ethiopia) and the Great Lakes Region (Rwanda, Burundi). Terrafina Micro-finance is seeking to recruit 2 Programme Advisors for the Great Lakes Region Starting 1 November 2011, for a period up to December 2013 About the team The Terrafina Microfinance programme (TMF) is executed by a small expert team of 8 specialists plus support staff. Set up in the Netherlands. The team is currently engaged in a process of decentralization aimed at the creation of 2 regional teams in West and Eastern Africa. About the positions The TMF programme for the Great Lakes Region focuses specifically on emerging MFIs and access to finance for the rural population. In the Great Lakes, TMF operates a portfolio of 22 MFI partners, including a number of MFI networks. The Programme Advisors play an important role in the capacity-building programmes for the TMF partners in the Great Lakes Region. You will be responsible for facilitation and guidance of capacity building programs with MFIs and coaching of consultants You will have a portfolio of MF partners who you will support to manage their capacity-building interventions. You are also responsible for monitoring performance and providing input for the preparation of financing proposals to be approved in the Netherlands. All Programme Advisors are expected to actively contribute to TMF's learning agenda. You will be stationed in Kigali, Rwanda. Our ideal candidates must possess the following competencies, skills and qualifications: 1. Capacity building of young MFI's We require a good understanding of Microfinance procedures, in-depth knowledge of capacity-building processes and excellent coaching skills, strong customer orientation and at least 3/5 years experience in training and advisory work, preferably in the microfinance/ financial sector.
2. Rural financial product development, including financing of agricultural value chains We require a good working knowledge and understanding of rural and agricultural finance, rural development issues including value chain development, networking and stakeholder facilitation skills. At least 5 years experience in agricultural finance, value chain finance/ agricultural development is required. Duties and Responsibilities: § Programme Development: providing input to the lead Programme Officer for programme and project development and country strategies through the development of a capacity-building work plan. § Project Development: providing building blocks for project plans and feedback letters (MFI Analysis, MicroScore, monitoring reports). § Project Monitoring: Monitoring of contracted projects against agreed results/benchmarks, review of MFI Fact Sheets/ MicroScore, maintenance of performance indicators, annual progress reports per MFI, keeping the MFI and project dossier up to date. § Capacity Building (CB) Facilitation: CB Needs assessment, CB plans, TOR development, selection/contracting/payment of consultants, and supervision of consultants and (organizing) training of consultants. § CB Coordination with other CB facilitators / funders in the country to ensure coherence/ efficiency. § CB Budget Oversight: CB budget planning under approved CB project plan, CB budget execution (procedures to be adapted) with administrator. § Supervision of consultants: supervision of specific CB assignments, contribution to enhancement of local consultant sector in-country (link to national consultants pool, selective contribution to consultants' training), guidance and coaching on CB methodologies and planning and provision of tools to MFIs and local consultants. § Learning & Innovation: participation in L&I programme with lead and/or participation functions depending on the topic. § Communication: contribution to communication activities (internal/ consortium and external). | ||

Qualifications and Skills § University degree (or equivalent) in Economics, Business Administration, Development Studies or Agricultural Economics. § Excellent knowledge of financial sector and microfinance practices. § At least 5 years experience in micro-finance/ rural finance / cooperative finance. § Knowledge of capacity-building techniques & microfinance. § At least 3 years experience with advisory work and/or capacity-building programmes. § Strong knowledge on value chains, multi-stakeholder processes facilitation and networking skills. § Good working knowledge of English and French; effective communication, presentation and writing skills in both languages. § Excellent analytical skills, problem analysis, organizational skills, planning, capacity-building, organizational sensitivity. § An active communication mindset is required for actively supplying HQ with topics that will support the reputation of TMF as an experienced and trustworthy technical partner in microfinance. § Must be an enthusiastic and committed team player. § Work experience with an international organization will be an advantage. Terrafina Microfinance offers a working environment with plenty of room for personal initiative. The ICCO RO CEA employment conditions regulations apply. The position corresponds to salary scale IV (equivalent to a monthly gross salary in the range of € 1270- € 1970 (based on a full-time week of 40 hrs).
