TheAfrican Union, established as a unique Pan African continental body, is chargedwith spearheading Africa’s rapid integration and sustainable development bypromoting unity, solidarity, cohesion and cooperation among the peoples ofAfrica and African States as well as developing a new partnership worldwide.Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
In seeking to achieve this objective, the African Union intends to strengthenits capacity to deliver through, among others, the implementation of a neworganizational structure and the filling of all vacant positions.
The Commission of the African Union invites citizens of Member States to applyfor the below specified position at the Interafrican Bureau for AnimalResources, Nairobi/Kenya.
1- Post title: Certifying Officer

2- Major Duties andResponsibilities
a. To safeguard financialdiscipline by ensuring that the books of accounts of the AU-IBAR are maintainedin such forms, standards and procedures as prescribed or approved in the financialrules and regulations;
b. To pre-audit all payrolls,claims and other financial transactions upon certification by the authorisedperson that the amount is due and unpaid according to the records andinformation;
c. To request reports of receipts, adjustments and disbursements from Departments/Directorates/Offices of the Commission;
d. To control allexpenditures to ensure that budgetappropriations are
not overspent;
e. To contribute to the review of financial rules;regulations, policies
and procedures, forthe effective implementation of the accounting and
Financial management systems;
f. To provide accurate and reliable information and explanationsto
audit queries;
h. To performanyother duty as may be assigned.
1- EducationalQualifications: Candidates must have at least a Bachelor's Degree in Accounting, orCommerce or Finance Management.
A professional qualification in Accounting such as CPA, CA. ACCA, CIMA
or equivalent from a recognized Institution will be an added advantage.
2- Work-experience: Candidates-must have at least 8years of relevant working experience in auditing, or accounting or financial management ofwhich at least 4 years should beatmiddle management level.
5. Other relevant skills
· Computer literacy;
· Management experience, excellent interpersonal skills and ability to organize and
motivate others and to work in a multi-culturalenvironment;
· Excellent draftingand reporting skills;
· Good communication and negotiatingskills;
· Good planning and organizational skills.
6. Language requirement: Proficiency in one of the African Unionworking
languages. Knowledge of one orseveral other workinglanguages would be an
added advantage
7. Age requirement: candidates should preferably be between25 and 40
Years old.
8. Tenure of Appointment: The appointment will be made on a short term
contract for a period of eleven (11) months, of which thefirst threemonths will be
considered as a probationary period. Thereafter, the contract will be renewed
subjectto satisfactory performanceand availability of funds.

10. Remuneration: The salary attachedto the position is an annual lump-sum of US$ 71,175.04 inclusive of allallowances for internationally recruited staff, and US$ 55,597.21 inclusive ofall allowances for locally recruited staff.
11.Remuneration : The salary attached tothe position is an annual lump-sum of US$ 67,150.57 inclusive of all allowancesfor internationally recruited staff, and US$ 55,597.21 inclusive of allallowances for locally recruited staff.
