PROJECT MANAGER: MORE AND BETTER MIDWIVES FOR RURAL TANZANIA (MBM-RTZ)

BACKGROUND
With the ultimate goal to improve the health and well-being of women and children in the Lake and Western zones of the United Republic of Tanzania, The Canadian Government (DFATD)-is funding a More and Better Midwives for Rural Tanzania (MBM-RTz) project that will make significant contributions to ensuring that women and children in these areas have greater access to skilled midwifery care now and in the future. From 2016-2021, Amref Health Africa Tanzania will partner with the Canadian Association of Midwives (CAM) and Jhpiego, to support the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children (henceforth referred to as MOH) to fulfil national priorities for maternal and newborn survival and address inadequate numbers and inequitable distribution of human resources of health for midwifery care. Amref roles will be to strengthen human resources for health on enrolment, admission systems and deployment in Tanzania.
JOB OBJECTIVES:
The Project Manager will collaborate with Council Health Management Team (CHMT) and Regional Health Management Team (RHMT) members in implementing the More and Better Midwives for Rural Tanzania (MBM-RTz) activities aiming to strengthening human resources for health deployment, enrolment, and admission systems in Tanzania. S/he will be the focal person for project management as per project protocol and agreement made between the Donor and Amref Health Africa Tanzania, and Partners.
DUTIES AND RESPONSIBILITIES
• Represent Amref and MBM-RTz in public and professional circles through meetings, conferences, and presentations Coordinate and monitor all human, financial and material resources of MBM-RTz to ensure successful implementation
• Develop and oversee implementation of weekly, monthly, quarterly and annual plans and budgets for approval by Amref Health Africa Tanzania management.
• Produce and submit weekly updates and monthly, quarterly and annual project reports for Amref Health Tanzania Country Office.
• Responsible for managements of all project resources including funds, equipment, vehicle(s) and commodities.
• Support the RHMTs and CHMTs in deployment system strengthening (to expedite posting, make applications more equitable, address appropriate distribution of HRH)
• Support the RHMTS and CHMTs on Compliance/Adherence to rules and regulations for deployment
• Provide support to the CHMTs and RHMTs on equitable distribution and retention of newly hired nurse-midwives
• Support the applicants for the nursing courses to be able to use the enrolment and admission system to enable more eligible students from rural areas to undertake nurse-midwifery courses.
• Sensitize the Community and secondary school students’ around LZ and WZ on understanding and uptake of of midwifery profession
• Support the MOH/CHMTs/RHMTS/LGAs to use the bonding system to enable availability of nurse-midwives in hard to reach areas
• Ensure project buy-in by regional and district authorities with specific involvement of Regional/Council Health Management Team members in collaboration with Councillors.
• Coordinate and maintain records for Project Management Team and Steering Committee meetings
• Maintain good working relationships with CHMT/RHMT members and specifically the DMO/DNO/RNO/RMO by ensuring regular updating them on project progress and identifying areas of their support.
• Maintain good working relationships with partners implementing components of the project
• Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results-Review and supervise work of Project Officer and Project Driver.
• In liaison with Amref Health Africa management and other technical staff within Amref Health Africa, actively participate in programme development through idea notes development, proposal and manuscripts writing in line with Amref Health Africa strategic approaches.
QUALIFICATION AND EXPRIENCE
• Post-graduate qualification in Education Sciences, Natural Sciences(Biology, Chemistry, Physics,) and nursing/midwifery is strictly recommended
• Three (3) years’ or more experience in managing similar community system intervention projects
• Demonstrated experience managing DFATD or other foreign government donor-financed projects
• Demonstrated ability in institutional capacity building, including in pre-service education and in-service training, especially in reproductive, maternal, newborn and child health
• Articulate speaker and communicator (oral and written) in English and Kiswahili
• Effective multi-tasker with proven track record of directing, motivating and managing project teams composed of multiple partners.
• Experience in designing and supervising quality improvement activities with Health Training Institutions
• Understanding of DFATD’s regulations and compliance, reporting requirements and health strategic framework
• Experience in leading annual work plans and budget development, incorporating national technical working group directives and collaborating on local action plans
• Strong decision making and results oriented approach
• Ability to interact skilfully and diplomatically with numerous counterparts such as networks of senior level international health professionals, donors, universities and other partners
• Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
• Ability to travel up to 25% of the time
• Adequate knowledge and experience of working in the Tanzanian health sector
• Ability to work independently in the field.
• Ability to work with people from all backgrounds
