Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in the country program; or are visiting project areas where contacts with children are mandatory.

ROLE PURPOSE:
The Program Officer (Program Implementation) is based in Tanzania, working closely with the TB/HIV Specialist. Program Officer (PO) will ensure timely, high quality and effective delivery of program implementation through SRs in compliance with the GF guidelines, approved performance framework and budgets. S/he will also be responsible for program progress updates of SRs as well as technical support and feedback to the implementing SRs. This grant, which aims at scaling up HIV and TB interventions in Tanzanian Mainland, has an overall budget of roughly $13million over two years.

External Representation:
- Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community
- Managing technical relationships with partners including the government.
Travel:
- Regular travel (70%) of the time to project sites across Tanzania mainland.

Key accountabilities
Save the Children is a Principal Recipient (PR) for the Global Fund program in Tanzania. Working closely with the TB/HIV Specialist, the Program Officer (PO) provides high quality technical support (PO) to the program. S/he is responsible for program progress updates to TB/HIV Specialist and providing technical support and feedback to implementing SRs. S/he will ensure preparation of timely and high quality progress reports, program reports, and donor reports.
Major Areas of Accountability:
- PO reports to TB/HIV Specialist.
- He/She works in close coordination with Program staff of SRs during field level implementation.
- He/She supports and coordinates country wide field visits, helping SRs and providing technical assistance onsite by identifying and resolving possible bottlenecks.
- PO will be responsible for tracking SRs work plan activities with following up with SRs on guidelines and standards.
- Providing technical assistance to SRs and take pro-active corrective measures /actions to enhance high quality of work, prepare high-quality donor and other periodic narrative reports as and when required.
- Contribute to the development of success stories, case studies and other forms of technical knowledge, providing clear documentation of programmatic achievements of country/project activities and other donor reporting requirements.
- PO will work closely with the HIV/TB Specialist to develop an effective strategy to facilitate both direct SC implementation activities and backstop all the SRs to ensure that all program regions are effectively covered. This arrangement is in line with the strategy to facilitate rapid implementation of activities to deliver the results.
- Keeping regular contact of all staff under HIV/TB sector, in coordination with the HR/Admin Manager and Logistics Manager.
- Coordinate with Project focal persons for timely and regular submission of reports, schedule and circulate them in a systematic way.
- Assist to prepare quality assessment report and training report when required from the HIV/TB Team.
- Prepare different kinds of quality and professional presentation by using Power Point for workshops and seminars.
- Assist to edit, prepare appropriate posters, brochures, reports, leaflets, books, flipchart, handouts and other publications.
- Provide data and other computing support.
- Any other tasks as requested by the Chief of Party

Person specifications
Skills and Experience:
- Minimum of five years of appropriate technical experience in a TB/HIV Programs with at least three years’ experience at the mid-level management.
- Previous Experience working in a Global Fund Program is a distinct advantage.
- Demonstrated experience working on complex, multi-partner projects in an international setting
- Demonstrated experience in providing technical support to health sector programs in international settings
- Understanding of the National TB and HIV Control Programs is an added advantage
- Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
- Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines
- Ability to work successfully in a complex political environment and on sensitive issues
Education:
- A Medical, Nursing, or equivalent health care degree qualifications plus a Master’s degree in public health or related field
Communication and Technical Skills
- Excellent English communication skills, both written and verbal with experience in cross-cultural settings
- Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
- Willingness to extensive travel to implementation sites for technical monitoring and supervision visits
Management:
- Excellent people management skills/experience and proven ability to create an environment which encourages team-working

- Ability to travel locally.
