The Rice Council of Tanzania (RCT) is the representative of private sector stakeholders in the rice value chain in Tanzania. It was registered June 2014. RCT membership include farmers (small, medium, large commercial and producer organizations); traders (small, medium and large); millers (small medium and large scale)-and other processors; exporters, service providers (private sector and NGOs involved in extension, research, warehouses, market linkages and capacity building services), suppliers of value chain entities, financial institutions in the rice value chain and NGOs supporting rice value chain development. Input suppliers: (large scale companies, medium agro-dealers, village based agents, and agro-dealer associations is to enable the rice industry to increase productivity, production, processing and trade of quality rice, and subsequently increase profitability.
Through the Council, private sector entities along the rice value chain including smallholder farmers expect to have a dialogue with the government with a collective voice in the process of increasing food security and exploiting the potential of the rice industry in Tanzania. RCT is looking for motivated and highly experienced individuals to fill the following positions:
1. Senior Policy Analyst
Reports to: RCT Executive Director
Qualifications:
The candidate should have a minimum of five years, professional experience and four years of related experience.
Masters degree in social work, public policy, Education, Law or other related field. He/She must have excellent research and writing skills including the ability to complete succinct policy briefs as well as lengthy reports, ability to identify issues and pursue policies to improve the situation, strong interpersonal skills and ability to work in teams, and strong public presentation skills.
Responsibilities
In essence, the task of the policy analyst is to help the policy makers to understand issues and make sound decisions in areas that are often contentious. . .
The specific tasks of The RCT Policy Analyst are as follows:
Review, analyze and interpret government policies, legislations and regulations and determine their impact on the rice industry. Identify and prioritize policy issues in the rice industry.
Clarify government policy objectives relevant to the rice subsector and identify potential conflicts in terms of objectives and interests and policy consequences.
Organize and facilitate surveys, analyze and interpret results of studies, and prepare reports details ,
recommendations, or conclusions.
Facilitate Researches and analyze proposed legislation and regulations.
Design viable policy packages, with associated strategies to obtain political support and to ensure rice industry effectiveness and competitiveness.
Advocate recommended viable policy packages in a clear, brief and persuasive way.
Take lead in drafting policy position papers on behalf of RCT. Prepare presentations and develop criteria and indicators to assess progress towards objectives. Conducts oral briefings that are concise and thorough.
Consult with government officials, civic bodies, and research agencies.
Perform any other appropriate tasks that support the overall project, as assigned by the Executive Director.
