Energy Expert
The Horn of Africa Regional Environment Centre & Network (HoA-REC&N) focuses on environmental concerns and sustainable development options within the Horn of Africa. It facilitates, strengthens and advocates for initiatives related to environmental conservation and natural resource management.HoA-REC&N now embarks on development of Integrated Landuse and Development master Plan (ILDP) so that its environmental protection and natural resource management will be effectively guided by the ILDP.
The major intention of ILDP is effectively contributing to sustainable transformation of the lives and land-resources of GambellaPeoples’ National Regional State through optimal use of the resources and provision of coordinated, aligned and harmonized landuse and development master plan. The Plan would serve as an optimal guide for improved land utilization, administration and environmental protection. The ILDP preparation would be guided by the concerted involvement of multi-faceted planning experts who are experienced professionals with all-rounded knowledge in their area of speciality. The direct and indirect beneficiaries will be central in the planning by driving theentire process.The ILDP would be developed in consideration of the social, economic and environmental issues of the region. The ultimate targets of ILDP are:
1. Supporting economic transformation by allocating land according to its potential and by avoiding landuse conflicts;
2. Enabling speeded-up and improved social transformation for the people of Gambella in particular and the nation in general;
3. Guarantying sustainable and improved management of wildlife resources, the land resources, biodiversity, ecology, and tourism as well as it pristine physical and social environments.
Qualification and Experience Requirements
a) Essential Requirements:
1. At least M.Sc. level specializing in strictly in the subject area each are required to deal with ;
2. Each would have to have at least 5 years of proven experience in using their expertise in either of the following: capacity building, survey and design, planning, rural development, orproject design consulting works;
3. Each must have proven excellent report writing skill in English;
4. Each must have proven experience inhaving been involved in the production of at least 3 successful project proposals and /or consulting reports in development, social or economic –sector projects.
b) Additional Requirements:
1. The expert shall have a demonstrated strong analytical, communication and writing skills;
2. The expert will be required to use subject-specific analytical and processing software effectively and efficiently as needed and applicable;
3. The expert must be capable of making frequentfield trips and be able to work with diverse teams composed of different personalities in diverse physical and social environments.
