Our Client, the Ministry of Lands, Housing and Human Settlements Development(MLHHSD) with support from Development Partners including UK Department for International Development Agency (DFID), Swedish International Development Cooperation Agency (SIDA) and Danish International Development Agency (DAN IDA) has launched the Land Tenure Support Programme (LTSP) to address some of Land Administration Challenges in the Country. The Programme will take three years focusing on: (a) enhancing transparency and benefits of large scale land deals, (b) policy and institutional development, and (c) land tenure regularization. In order to achieve these goals, MLHHSD is seeking to recruit open-minded, self-driven, hardworking, self-motivating, results oriented individuals of high integrity and possess good interpersonal communication skills to play a critical role in supporting the Ministry in the achievement of its Vision and Mission.
In pursuit of these objectives, MLHHSD invites dynamic and innovative candidates to submit their applications for the following positions at the Land Tenure Support Programme (LTSP).
Database Manager ( 1 post)
Reporting to the Team Leader, Land Tenure Regularization the Database
Manager will be responsible for managing land tenure regularization system for land records.
Key Duties and Responsibilities
Support land tenure regularization specialist and working closely with ICT unit in establishing system for managing data to input into and resulting from LTR process;
Support the Ministry in assessing options for publishing data (format, frequency, types of information and system to maintain this information up to date);
Monitoring 'performance and managing parameters to provide fast responses to front-end users;
Mapping out the conceptual design for a planned database;
Refining the logical design so that it can be translated into a specific data model;
Maintaining data standards, including adherence to the Data Protection Act;
Developing, managing and testing back-up and recovery plans;
Ensuring that storage and archiving procedures are functioning correctly;
Communicating regularly with technical, applications and operational staff to ensure database integrity and security; and
Commissioning and installing new applications and customizing existing applications in order to make them fit for purpose.
Minimum Qualifications and Experience
A degree in Information Communication Technology from a recognized institution; .
Recent and relevant experience with establishing and maintaining databases;
Spatial (Geo databases), experience is an added advantage;
At least 7 years of relevant experience; and
Computer literate.
