National Gender Planning Expert

Background

The UN Country Team (UNCT) in Uganda is supporting the Government of Uganda to address key development challenges based on the UN Development Assistance Framework and the Government of Uganda’s five year National Development Plan. In line with UN Reforms, the Resident Coordinator’s Office supports full coordination within the UNCT by promoting collaboration through joint programming including a Joint Programming on Gender Equality and Women’s Empowerment. The UN Joint Programming on Gender Equality (JPGE) entails collaboration among 12 participating UN Agencies in the concept of Delivering as One, the Government of Uganda (GOU) and civil society with financial support from DFID.  The JPGE is coordinated by UN Women. The JPGE includes provision of resources for strengthening capacity of the strategic institutions within government in gender mainstreaming activities. The National Planning Authority (NPA) Uganda, is one of the implementing partners under the UNJPGE, given its mndate of formulating and evaluating national development plans including those on gender equality. Under the overall guidance and  of the Resident Representative,  in close collaboration with the coordinator of the joint Programme on Gender Equality and Women Empowerment, (GEWE) and the Head Social Sector Planning NPA, the National Gender Advisor  for NPA ensures effective mainstreaming of gender in all national planning functions through technical guidance to the NPA Gender Team.

Duties and Responsibilities

Ensures implementation of NPA’s UNJPGE planned strategies and adapts processes and procedures. Ensures facilitation of knowledge building. Providing technical support and backstopping on gender responsive planning and ensuring coherence between the National and sub national levels and between sectors. Develop user friendly and practical guidelines, manuals, tools, models and benchmarks for gender responsive planning and implementation at all levels in line with the NDP. Provide technical support to NPA in undertaking policy and program evaluation. Provide technical support to NPA in undertaking policy and program gendered assessments to generate lessons that inform NDP implementation. Develop and integrate a gender responsive M&E framework into the national Monitoring and Evaluation system. Facilitate relevant dialogue mechanisms with key stakeholders from Government, parliament and CSO on the gender dimensions of the NDP. Undertake capacity building activities in gender responsive planning, programming and implementation Providing technical support to other UN Women programmes including GEPMI and the Women’s Economic Empowerment initiative at national level.

Required Skills and Experience

Education: Advanced University degree in Gender Studies, Development Planning and other related social science disciplines is must Certification in project planning and management is required.   Experience: Minimum of 5 years of relevant experience at the national level in providing technical guidance in gender mainstreaming Additional experiences in working under Government of Uganda procedures and systems   Prior experience in the UN System is also an added advantage  Language requirements:  Fluency in English (written and oral)  Knowledge of another UN language will be an asset
