INTRODUCTION:
The Senior Gender-Based Violence (GBV) Officer serves on the Health Technical Unit (HTU). The HTU supports strategic planning, programme design, direct and remote technical support, and monitoring and evaluation for GBV, mental health and psychosocial, reproductive and primary health, WASH and other public health programs globally.
International Medical Corps currently implements focused and integrated GBV prevention and response programs in 16 countries across Africa, Asia, the Middle East and Europe. Current programming includes contexts of acute and protracted humanitarian emergency, as well as transitional settings. Programming approaches vary by context, with a strong focus on case management and psychosocial support for survivors and support for communities to combat GBV.
RESPONSIBILITIES:
The Senior GBV Officer will provide technical support and guidance to the design and implementation of GBV prevention and response programs in a range of contexts, including acute emergencies. The Senior GBV Officer will also contribute to GBV coordination, learning and advocacy initiatives.
The Senior GBV Officer will support the GBV Advisor in the development of organizational strategies, guidance notes and work plans. The Senior GBV Officer will assume primary responsibility for technical support to select countries, to be determined based on geographic experience and language ability. The Senior GBV Officer is expected to travel regularly and to represent the interests and needs of supported countries with internal and external partners. The Senior GBV Officer will also assume broader representation and advocacy responsibilities in the absence of the GBV Advisor. Technical Support to Program Design and Implementation •Work with IMC field teams to analyze needs and to explore areas of potential engagement. •Support teams to design, conduct and analyze assessments. •Work with teams to design appropriate GBV prevention and response programs, including approaches for implementation, program timelines, staffing structures, and required budgets. •Provide regular input and review of proposals and program reports. •Explore and encourage integration of GBV concerns and activities into existing or planned public health programs, including reproductive and primary health, mental health and psychosocial, and youth programming. •Ensure integration of GBV concerns and activities into emergency response operations. •Maintain regular contact with program teams in select countries to stay abreast of issues, program concerns and needs for assistance. •Conduct regular field visits to select countries to provide support, guidance and recommendations for improved programming. •Develop and deliver technical trainings for field staff, volunteers and partner organizations. •Support the recruitment and retention of GBV specialists for ongoing programs and emergency response operations. •Contribute to the development of guidance notes, tools and resources for HQ staff and field teams. •Contribute to knowledge management through the production and dissemination of case studies, promising practices, lessons learned documents. •Maintain a web-based library and other resources.
Representation and Advocacy •Meet with partners and donor agencies during field visits and at HQ. •Participate actively in the Interaction GBV Working group. •Participate actively in GBV AoR meetings and initiatives. •Participate actively in interagency coordination efforts, particularly around emergencies. •Engage with academic institutions and technical forums.
Other Tasks and Responsibilities •Draft presentations and solicitations on behalf of IMC to interested parties. •Contribute to maintenance of good working relations within and between IMC departments and offices. •Establish and manage work priorities. •Remain flexible in adopting additional responsibilities based on organizational and programming needs, as indicated by the GBV Advisor.
QUALIFICATIONS •Master’s degree in social work, public health, psychology, international development or related field. •At least five years’ experience in humanitarian settings, including experience with GBV program design and implementation. •Demonstrated skill in conducting analysis and evaluation of technical aspects of proposals and programs. •Good understanding of current issues and emerging practices in GBV prevention and response programming. •Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs. •Strong written and oral communications skills including ability to write technical documents and give presentations to colleagues in and outside of IMC •Demonstrated flexibility and openness in responding to changing work priorities and environment s. •Strong interpersonal skills and experience in working effectively in an independent capacity and as a member of a team. •Interest in international travel, including to remote and volatile locations, with expected 50% travel.
