We are seeking a Program Manager to play a leadership role in program development and implementation in Tanzania.
Essential Job Functions
Working with senior members of the program team, the Program Manager will be responsible for various projects in support of Touch programs including activities such as planning, implementation management and reporting. The Program Manager will also be responsible for proposal development and on-going program reporting. He/she will report to the Country Director.
Responsibilities and Tasks
Program Management (50%)
- Ensure the high-quality delivery of programs in Tanzania that meet the needs of stakeholders and donors, in collaboration with program team, implementation partners and organizational leadership
- Ensure that program plans reflect available resources, responding to fundraising gaps and/or operational adjustments as needed
- Manage budgets within approved spending levels and ensure accurate and timely reports to finance team
- Collaborate with program team to oversee the implementation of monitoring and evaluation system and on-going monitoring processes of projects and maintain effective project reporting, evaluation and communication systems
- Communicate frequently and collaborate closely with senior leadership
- Maintain effective and positive internal communications with geographically diverse team
- Keep informed of best practices to ensure that the project's work remains highly innovative, professional and fully succeeds despite the many challenges
- Ensure compliance with U.S., Tanzanian and all relevant regulations, donor requirements and organizational policies and procedures
- Develop and coach various team members and work to strengthen program management capabilities on the ground
- As necessary, participate in the recruitment and selection of highly qualified staff
- Serve as liaison to prospective and existing funding partners for proposal development and on-going program reporting purposes
- Maintain holistic and detailed understanding of program work as well as opportunities for expansion
- Work with program team and organization leadership to identify prospective funding organizations and implementation partners; strengthen existing funding and implementation partner relationships
- Manage the end-to-end development of funding proposals in collaboration with program management and organizational leadership and program partners
- Review and analyze donor agreement requirements and conditions
- Prepare reports on program implementation progress for major donors and/or other stakeholders
- Contribute to program's general suite of communication vehicles, including print and web-based articles, letters and other marketing materials
- Communicate regularly and effectively with all program partners
Partnerships development and stakeholder communications (50%)
As job descriptions cannot be exhaustive, the Program Manager may be required to undertake other duties that are broadly in line with the above key duties.
Qualifications of successful candidate
Knowledge, Education and Experience
- Masters or Doctorate degree in relevant field (e.g. MD-MBA/MPH, MBA, public health, medicine, international development or related fields); combined with a minimum of 3 years of relevant experience
- Excellent experience in project management, with multiple stakeholders, preferably in a developing country context
- Demonstrated excellent people management experience
- Experience working with donor regulations; information analysis and report writing
- Experience in capturing results and overseeing reporting, monitoring and evaluation systems
- Good judgment and discretion to represent the Touch Foundation in a highly professional manner, as well as respect for local "culture"
