Rwanda Institutional Donor Mapping Survey

Introduction: The mission of SOS Children’s Villages (SOS CV) International is to build families for children in need, help them shape their own futures and share in the development of their communities. As the largest private, non-political, non-denominational charitable child welfare organisation in the world, SOS Children’s Villages International offers an effective alternative to foster care through its services in the Family Based Care (FBC) programme and Family Strengthening Programme (FSP) in 134 countries around the world. SOS Children’s Villages International also supports educational programmes and medical centres and is active in the field of child protection and child rights.
Supporting these programmes requires a large amount of international and national funding. In order to increase the income of the National Association, the portfolio of possible local, national, international and multilateral funding opportunities still has to be explored. Furthermore the National Association Rwanda needs guidance in choosing their donors in order to move from scattered applications of low value with little return to high value with high return on investment.
SOS Children’s Villages started to work in Rwanda in 1977. The first SOS Children’s Village was opened in 1979 in Kacyiru, Kigali City. Currently, the National Association is working with 4 SOS Children’s villages, 4 Family Strengthening Programmes, 4 SOS Kindergartens, 4 Primary Schools, 1 SOS Vocational Training Centres, 3 Medical Centres and 1 Training and Research Centre for a total of more than 20,000 beneficiaries. SOS Children’s Villages Rwanda has already been successful in raising local and international funds from DANIDA, USAID
Purpose and objective: The purpose of this task is to contribute to the financial sustainability of the National Association by providing information on where local institutional funding opportunities exist and how they can be tapped into thorough an analysis of the local donor market. In addition the task should involve a review of the mechanisms used by other NGOs (working in the field of children’s rights) to raise institutional funds at local level that will help the National Associations of Rwanda to develop new strategies to approach the local institutional funding market.
Expected outcomes and scope: In this respect, it is essential to identify and assess a segment of institutional partnership development. The proposed donor intelligence research will take place in Rwanda.

Consultant Proposal specifications: The Technical Proposal should be limited to 5 pages and it should demonstrate knowledge and understanding of the tasks set forth above and the candidate’s capability and capacity to perform the assignment. The following information should be provided in the technical proposal: • In-depth description of the candidate’s recent experience with similar assignments • Description of the methodology proposed to reach the outcomes outline above; • Estimated days for preparation and completion; • Up-to-date C.V. of the proposed candidate. • List of all international and domestic clients to include any donor agencies and financial institutions over the past three years. • Consultancy fees in Rwandan Francs
Profile of candidate: The strongest candidates will have; • At least 5 years of experience in working with institutional donors; • In depth theoretical and practical understanding of the institutional donor market; • Experience in conducting previous market analysis; • Experience in developing tools and comprehensive training and materials; • Well informed of the last trends in donor intelligence.
