Technical Assistance for EU Joint Programming in Kenya

Global objective: maximise EU+MS (EU+ Member States) contribution to the implementation of Kenya's Medium Term Plan 2 (MTP 2).


Specific objective: devise a feasible roadmap for and guide the first steps towards joint programming of EU+MS in the context of the preparation and early implementation of MTP 2.


Senior Expert (71 working days in total):

-          At least masters level education in economics, law, international relations or other social sciences (or equivalent experience).

-          International experience of min. 10 years in development policies, including experience in beneficiary countries and in a development partner's headquarters.

-          At least 4 different assignments on aid effectiveness*, of which at least 2 must have resulted in division of labour among development partners and/or joint programming.

-          Proven experience in organizing and conducting workshops with beneficiary governments and development partners.

-          Good interpersonal and communication skills.

-          Fluency in English and ability to draft documents to an international standard.



Junior Expert (63 working days in total):

-          At least masters level education in economics, law, international relations or other social sciences (or equivalent experience).

-          International experience of min. 3 years in development policies, including experience in a beneficiary country.

-          At least 2 different assignments on aid effectiveness*.

-          Proven experience in organizing and conducting workshops.

-          Good interpersonal and communication skills.

-          Fluency in English and ability to draft documents to an international standard.


Languages: English.

Period: The first mission is expected to start in April 2013.

Location: All missions are expected to take place in Nairobi, Kenya.

*Aid Effectiveness being understood as all the reforms of development aid aimed at achieving at least 1 of the 5 Principles of the Paris Declaration on Aid Effectiveness: ownership, alignment, harmonisation, managing for results, mutual accountability.
