ICT Systems Audit Consultancy Services

Kenya Police Staff Sacco Society Ltd with a membership of 34,330 members and a capital base of 9.1 billion as at 31.12.2012.
 

The Sacco desires to engage the services of an Information Communication Technology (ICT) consulting firm.
 

This requirement is informed by Kenya Police Staff Sacco Society’s Ltd 2010-2014 strategic plan that has a vision of ‘leading Sacco in financial services regionally’.
 

This driving theme requires for the review of systems and processes for the society to meet its vision statement.
 

1. The envisaged scope of works entails;
 

a) Review of internal systems controls and processes.
 

b) Review of ICT systems security.
 

c) Identification of candidate processes for automation.
 

d) Assessment and review of the society’s internal ICT skills.
 

e) Development of a systems roadmap.
 

f) Development of an ICT training plan.
 

g) Development of the ICT Strategic Plan.
 

h) Identification of best in class products and vendors with best in class systems required to fulfill the ICT roadmap.
 

Kenya Police Staff Sacco Society Ltd now invites eligible consultants to indicate their interest in providing ICT Systems Audit Consultancy Service as per the scope of works detailed above.

• Consultants must provide information indicating that they are qualified to perform the services.
• Consultants may constitute joint-ventures to enhance their chances of qualification.

2. Bidders must submit the following requirements:-
 

a. Demonstration of the firm’s compliance with relevant statutory (business registration, tax compliance, etc) and professional (current registration / letters of good standing with relevant professional body) requirements;
 

b. A brief profile of the firm including description of the firm or consortium members’ incorporation details (Articles and Memorandum of Association, Certificate of Incorporation, Joint Ventures Agreements etc.)
 

c. A description of the relevant past experience of the firm/joint venture in carrying out at least three (3) similar in nature assignments in the last five (5) years. The bidder must be conversant with ICT requirements for financial service industry.
 

d. Reference letters from previous/current clients indicating satisfactory performance of the same or related service
 

e. Availability of appropriate skills among staff, provide CVs of key staff proposed for the assignment.
 

f. Declaration containing the applicant’s expression of interest and confirmation on the authenticity and accuracy of information so provided.
 

Complete EOI documents shall be submitted (Original) in a plain sealed envelope, marked “Expression of Interest: ICT Systems Audit Consultancy Services” and addressed to:

And deposited in the Tender Box situated at the 3rd Floor of Utumishi Co-op House, so as to be received on or before, 9.00am,Thursday 21st March 2013.
 

The submitted EOIs shall be opened immediately thereafter at 10.00am in the Boardroom on 3rd Floor in the presence of bidders or their representatives who may wish to attend.
 

Upon the review of the Expressions of Interest (EOI) so received, a shortlist of the most appropriately qualified firms will be prepared and the firms will be invited to submit their technical and financial bids for the conduct of the assignment. 

Those who do not qualify shall be informed of the same in writing.
