Background
The Youth LEAD Programme (Leadership, Empowerment, Advocacy and Development ) aims to empower young people aged 10-24 to become productive members of their communities and society more broadly and to reduce conflict-related vulnerabilities in selected geographic locations in Sudan. Towards this goal, the Youth LEAD Programme supports the establishment of adolescent and youth friendly spaces and services in selected conflict-affected localities with the following features: broader access to alternative learning and vocational training; link to sustainable livelihoods; life skills development with particular focus on adolescent and youth participation, civic engagement, and peace education; strengthening of youth networks and governance; and development of demand-driven, youth-centred policies, strategies and services. The Programme builds on UNICEF’s multi-sectoral work in health, WASH, education, child protection, and HIV/AIDS by linking and where needed establishing services for adolescents and youth. Participatory assessments and research will be conducted in order to inform more effective policies, programs and services for young people, and hence to generate enhanced investment in, and prioritization of, children, adolescents and youth in Sudan. Crosscutting issues of human rights, gender equality, peace building, environmental sustainability, and capacity development will be central to the Programme‘s success.
Purpose - To support the Adolescents and Youth Programme at UNICEF Sudan in the overall design and preparation of the framework of a life skills-based resource package that enhances the learning and development of young people between 10-24 years (with focus on out of school adolescents) in the following areas: social and participation component, reproductive health and gender equality component and entrepreneurship component. - To produce the social and participation component of the resource package which aims at enhancing young people’s information and skills to make informed decisions regarding their lifestyle and future with focus on civic participation.
Methodology:
The resource package will be developed using a participatory approach with the involvement of young people and expertise in the area. A literature review will be done for the existing training manuals and modules to be used as references in the process. In the case of availability of such resources, the current resource will build on the existing ones with adaptation to the Sudanese context. The framework and outline of the resource package including issues covered will be identified through consultations with young people. Members of the technical committee will review the framework of the resource package, provide their feedback and agree on the format/ presentation of the resource package to ensure that it is developed in the most feasible and user friendly format. To facilitate modalities of work, the technical committee may be divided into three subcommittees (one committee per component) and as per member’s areas of expertise to support the development of the various components. The consultant will provide support to UNICEF and partners in the preparation of the overall framework of the resource package as well as prepare the social and participation component of the package (led by UNICEF). This will be followed by the training of service providers on the social and participation component to do the field testing in cooperation with Ministry of General Education and members of the Technical Committee. The manual will be revised as per the results of the field testing.
Tasks: Tasks relating to the overall resource package (25 days):
To lead and guide the process of development of the resource package as follows: 1) Prepare a concept note on the methodology, approach and principles that need to be taken into consideration in the development of the resource package (2 days); 2) Prepare a workplan for the overall process of development of the resource package (1 day); 3) In cooperation with ILO and UNFPA as well as members of the technical committee, prepare a life skills based framework for the overall resource manual (2 days); 4) Design and facilitate a consultation workshop to discuss and agree on the overall framework/outline of the resource manual. The consultation workshop should include representatives of the various partners, service providers and young people (5 days including preparation and report writing); 5) Prepare tools that can be used in the field testing phase of the resource package (1 day); 6) Ensure a harmonized approach is followed in the three components of the resource package with no duplication between the various sections (4 days); 7) Consolidate the three components of the resource package into one package (5 days).

Tasks relating to the social and participation component (52 days): 9) Review available literature and resources related to life skills developed on the national, global or regional level. (3 days) 10) Provide guidance and tools to be used in the focus group discussions with young people to identify the priority issues for young people in the social and participation component (the focus groups with young people will be facilitated by the consultant him/herself in addition to few national facilitators). (7 days) 11) Develop a detailed outline for the social and participation component as per the feedback received from the focus group discussions and meetings with the established subcommittee. (2 days) 12) Prepare a first draft of the social and participation component to be reviewed by the subcommittee and revise as per their feedback (edited) (20 days) 13) Deliver State level three training workshops for service providers who will field test the social and participation component with young people (5 days/ workshop- total of 20 days including report writing). 14) Provide the service providers with the tools that they can use to provide feedback on the field testing (1 day). 15) Introduce changes based on the field testing and review of the social and participation component Committee (5 days); 16) Deliver a training of trainers of service providers on the manual ( 5 training + 2 preparatory days)

Duration: 90 working days (At least two trips will be planned to Sudan in addition to internal travel to two states once in Sudan)
Expected background (Qualification) and Experience Education: At least a Master’s degree in social studies or any other related field.
Skills and experience: - At least 8 years of practical experience in the field of adolescents and youth with focus on life skills and participation

General Conditions:
The consultant will be required to provide his/her own laptop. No contract may commence unless the contract is signed by both UNICEF and the consultant. The consultant will be remunerated based on deliverables. The payment should be finalized based upon presentation of certified invoice. UNICEF will provide expenses payments for travel in the field based on UNICEF procedures. The consultancy fee covers all other costs of the consultancy. No consultant may travel without a signed travel authorization prior to commencement of the journey to the duty station. Unless authorized, UNICEF will buy tickets, within Sudan, for the consultant. In exceptional cases, the consultant may be authorized to buy their tickets and shall be reimbursed at the most economical and direct route but this must be agreed beforehand. The Consultant will not have supervisory responsibilities or authority on UNICEF budget. The Consultant will be required to sign the health statement for consultants/Individual contractor prior to taking up the assignment and to document that they have appropriate health insurance. The form “Designation, change or revocation of beneficiary” must be completed by the consultant upon arrival at the HR section. The consultant will not be paid for weekends or public holidays. The consultant will be paid perdium according to the DSA standard rates in UNICEF. Internal flight costs will be covered by UNICEF. The consultant is not entitled to payment of overtime. All remuneration must be within the contract agreement and against the agreed deliverables. UNICEF will provide security arrangements based on UNICEF procedures. Copyright for all materials produced under the terms of this agreement rests with UNICEF.
