UNDP-Somalia programmes work in areas of: Governance and Rule of Law and Security (GROLS), and Poverty Reduction and Environmental Protection (PREP).
PREP is responsible for outcome 3 under the Country Programme Document (CPD): “Somali Men and Women Benefit From Increased Sustainable Livelihood Opportunities and improved Natural Resources Management”. This outcome has four contribution pillars: Which are:
- Rebuilding Capacities for Economic Governance: MDGs planning, programming and policy implementation capacities developed among partners for robust, participative analysis including human rights, gender equality and HIV/AIDS
- Enabling Environment for Business and Livelihood Opportunities: Strategic economic development policies formulated and implemented with focus on small and micro-finance for inclusive growth
- Livelihood Creation and Improvement: Local communities empowered to participate in advance recovery and development, local enterprise, conflict and sustainable environment management
- Natural Resource Management: Environmental and natural resources utilized in a sustainable, equitable, gender and conflict sensitive manner through the formulation and implementation of strategic policies.
The programme combines upstream and downstream approaches in partnership with local authorities, NGOs and community organizations while adopting human rights based conflict and gender sensitive approach that focuses in particular on empowering of youth. A key priority is to bridge the gap between humanitarian assistance and development, with a focus on creating sustainable solutions and reducing aid dependency in partnership between humanitarian and development agencies working in Somalia.
Under the overall guidance of the PREP Programme Manager and the direct supervision of the Project Manager (Sustainable Livelihoods)/Regional Programme Manager (PREP), the Programme Officer will be responsible for day-to-day management of the PREP activities in Puntland. Furthermore, the incumbent will be responsible for the guidance to the various government and non-government implementing partners and for ensuring cross-unit cooperation and coordination.
The Programme Officer must be able to develop and maintain viable working relationships with colleagues across the organization and with implementing partners, and be able to work in a responsive client orientation and problem solving mode.
The Programme Officer will work in close collaboration with the PREP team and Head of the Sub-Office, Operations Teams, counterparts and Government officials to ensure that project management is carried out according to UNDP rules and regulations.

Functions / Key Results Expected
Ensures strategic direction, proper planning, focusing on the achievement of the following results:
- Ensures, in close consultation with Project Managers and Support Team, the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports, project and programme documents and proposals, monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
- Ensures the highest possible quality of delivery and ensures value for money.
- Participates in all internal and external (coordination) meetings representing the project;
- Improves/establishes communication and coordination mechanisms and procedures amongst the various stakeholders;
- Supports the enhancement and update of a web-based database to serve as monitoring and reporting tool
- Manages and monitors identified project risks and update the status of these risks;
- Ensures the promotion and application of the UNDP drivers of development effectiveness (promotes national ownership and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results, and other development standards as per UNDP’s corporate multi-year strategy;
- Ensures that all programming is founded on Rights Based approach and that programme resources are used in a balanced way and are “conflict sensitive”, ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
- Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects of the Livelihoods programme;
- Keeps the Project and Programme Managers abreast of emerging project issues;
Ensures effective and efficient financial resources management, focusing on the achievement of the following results:
- In close consultation with the Head of Sub-office, Project Managers and Programme Management, contributes to the elaboration budgets for all activities in the programme portfolio and the continuous monitoring of project work plans,
- Ensures integrity of financial and administrative operations in the programme area through oversight of financial and budgetary aspects of the projects, under advice of the Programme Manager, Operations staff, and other support staff;
- Ensures strict and consistent application of UNDP rules and regulations and ensures the implementation of clear accountability mechanisms throughout the programme portfolio;
- Participates in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required;
Contributes to Resource mobilization and ensures efficient procurement and logistical services, focusing on the achievement of the following results:
- Supports overall resource mobilization for the programme area;
- Advocates for UNDP with government counterparts, donor community, and the UN;
- Ensures project compliance with corporate human resources policies and strategies,
- Mobilizes goods and services, including drafting TORs;
- Ensures project compliance with corporate rules and regulations in the field and management of procurement processes and logistical services.
Efficient support to tasks related to advocacy, planning and programming, monitoring and evaluation, and representation.
- Ensures monitoring and evaluation of the projects, including regular field visits and the organization of Project Board and Outcome Board meetings and reports on project progress and constraints;
- Coordinate and cooperate with initiatives of other sections of the UNDP country office, specifically the GROLS, HIV/AIDS and Human Development Units
- Liaise with all UNDP counterparts, government authorities, UNSAS and other stakeholders regularly
Ensures knowledge building and management focusing on achievement of the following results:
- Contributes to the identification and synthesis of best practices and lessons learned from the Recovery and Sustainable Livelihoods Programme for organizational sharing and learning;
- Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available in the zonal, national, region and globally;
- Supports capacity-building of national counterparts;
- Promotes a knowledge sharing and learning culture in the CO
Impact of Results
The key results will have an impact on the implementation of the UNDP CPD 2011 – 2015, specifically Outcome Three: Somali Men and Women Benefit From Increased Sustainable Livelihood Opportunities and Improved Natural Resources Management and the enhancement of the capacities of private sector, government and civil society organizations engaged in the achievement of the following sub-outcomes;

Education:
- Master’s degree preferably in economics, business administration, political science, natural sciences, engineering, international studies, environment, development studies or any other related field with 2 years of qualifying experience
- First level university degree with a combination of relevant academic qualifications and 4 years’ experience in development may be accepted in lieu of the advanced university
Experience:
- Minimum of 2 years’ cumulative experience with advance university degree or 4 years professional experience with a first level university degree in position, at the national or international level is required
- Minimum of 2 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting required or:
- Expertise in the area of Recovery and Sustainable Livelihoods, is preferable with recent experience in local economic development (long term income generation and micro-finance),
- Experience in high-level policy advisory services to Government counterparts is desirable
- Experience in inter-agency coordination of development or humanitarian assistance is desirable
- Knowledge of MS Office is a requirement
- Data analysis software applications, including, SPSS, EVIEWS, advanced MS Excel or related data analysis system is desirable.
- Experience in working with UN is desirable
Language requirements:
- Strong written and spoken English skills and Somali language is required.
