UNODC Trainer for Police-Prosecution Cooperation


  1. BACKGROUND UNODC Country Office (COPAK) is mandated to provide the Government of Pakistan (GOP) with technical assistance to enhance the capacity of police and prosecution authorities. The government-endorsed Country Programme 2010-2014 identifies a number of key outputs with specific activities which contribute to the overall improvement of police/prosecution cooperation. By providing methods and means for cooperation, Pakistan authorities can prepare case files that stand the scrutiny of legal demands and increase the rate of legitimate convictions. The consultancy will review existing policies, integrate international best practices, adapt practices to the Pakistan setting and provide recommendations for implementation of training. The outcome of this consultancy will result in training sessions with relevant officers.
  2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. The objective of the consultancy is to provide training to relevant officials. The consultancy has two key responsibilities:

Provide training: contribute to training sessions for key police and prosecution officers and provide expert advice of best-in-class approaches to integrate learning modules to general curricula. The training timeline is as follows: 2 events in 15-30 February, 1 event in 15-30 March, 1 event in 15-30 June, 1 event in 15-30 October.
  4. Analyze learning and skill development: provide COPAK with advice and tools to measure the impact of training on participants and develop methods to ensure that learning objectives are achieved. In all cases/situations the consultant will ensure that proposals and conclusions are generally applicable in Pakistan from a cultural and legislative point of view. The training must be provided in line with international best-practices in adult learning.
  5. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The scope of work includes the federal and provincial police and prosecution authorities in Pakistan. The documentation/collaterals created must be general enough to cover all provinces in the country and also provide enough detail so that training as applicable. The training provided must be applicable to local circumstances and have direct links with the operational work of participants.
  6. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Bachelor’s degree II. Years of experience: 3-5 years of experience III. Competencies: • Degree in law, social sciences or rule of law • Previous experience working with law enforcement and training of officers and prosecutors. • Solid experience in consultation and facilitation of complex discussion and debates. • Practical and solid experience in using full software suites with at least 2 years of active experience in use of business-class software. Desktop publishing experience desirable. • Excellent writing, editing, and oral communication skills in English; and • Ability to meet deadlines.
  7. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
  8. Proposal: (i) Explaining why they are the most suitable for the work
  9. Financial proposal
  10. Personal CV including past experience in similar projects and at least 3 references
  11. P-11 Form duly completed.
  12. FINANCIAL PROPOSAL
• Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel;
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) responsive/compliant/acceptable, and b) offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided. 2. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70 * Financial Criteria weight; 30 Only candidates obtaining a minimum of 60 point would be considered for the Final Evaluation Criteria Weight Max.
