MSH seeks a Technical Advisor for a program designed to assist the Ministry of Health improve the quality of the package of basic maternal and child health services; to build the capacity of health center staff; to build the capacity of national, provincial and district authorities to collect, analyze, disseminate and act on health information data; and to provide targeted communities with the knowledge and skills to identify, prevent and address key MCH risks.
OVERALL RESPONSIBILITIES:
The Technical Advisor is responsible for technical leadership in the project’s activities. The Technical Advisor will provide technical vision and guidance for project staff and ensure high quality, state-of-the-art technical approaches. S/he will oversee guidelines, standards, and norms of development and use; evidence-based practices; capacity development and research including technical assistance, coaching, mentoring, and trouble-shooting support. The Technical Advisor will ensure the technical validity of interventions, monitoring and evaluation, and documentation of project activities and will provide counsel and support in decision-making processes related to technical activities.
The ideal candidate will have technical expertise and prior experience in one or more of the key project results areas. Proven technical leadership experience desirable.
This position is contingent upon project award and funding.
QUALIFICATIONS:
- Master’s degree in public health, public administration, business administration, social sciences or a related discipline. Medical degree or clinical officer training preferred.
- Demonstrated leadership in working and collaborating with a wide range of USAID and other donor-funded organizations and with host country officials from the public, private/commercial and NGO sectors.
- Significant experience as a manager for maternal and child health programs, with a strong preference for experience with USAID.
- Demonstrated experience in monitoring and evaluating project outputs and ensuring timely completion of project activities in a fast paced environment.
- Strong analytical capacity.
- Demonstrated technical management, supervision and leadership experience, especially related to team building and mentoring a diverse and multicultural staff.
- Excellent written and spoken communication skills. Fluency in English and French is required.
- Willingness to travel within the country up to 25% time.
