Background

The United Nations Development Programme (UNDP) is one of the 4 Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.
Under this International Treaty, the Article 5 countries committed to phase-out its ODS consumption. Furthermore, the Parties to the Montreal Protocol agreed under the Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of the hydrochlorofluorcarbons (HCFCs)”, and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).
In addition to the foam sector, the Montreal Protocol also operates in the fields of refrigeration, solvents, halons, and MDI.
The Montreal Protocol Unit requires the services of experts to provide technical and policy advise in various fields, as and when required.
This Term of Reference (TOR) identifies and specifies the scope of services required.

Duties and Responsibilities
|
The Senior Expert will work with UNDP, under the direct coordination of the responsible UNDP MPU Programme Coordinator, carrying out the following services:
For Refrigeration projects:
- Evaluate proposed Refrigeration projects
- Review/revise technical specifications of relevant equipment and provide comments if required
- Provide assistance in reviewing refrigerants replacements for domestic and commercial applications, including identification of issues and elements to be considered in the installation of replacements, and providing possible local expert contacts in those countries where the efforts will be made.
For MDI projects:
- Evaluate proposed MDI projects
- Evaluate proposed MDI quality control TOR.
- Review analytical laboratory procedures for testing various parameters, and provide information on precision, accuracy, reproducibility, equipment reliability, and inter-lab uniformity of the proposed procedures and equipment. Report on evaluation and provide recommendations for improvement, in order to assure UNDP procedural integrity is maintained in the MDI programmes
- Review/revise technical specifications of relevant equipment and provide comments if required
For Halons projects:
- Provide assistance in reviewing Halon replacements for commercial and military applications in South America and the Caribbean, including identification of issues and elements to be considered in the installation of replacements, and providing possible local expert contacts in those countries where the efforts will be made.
- Evaluate proposed Halons projects
- Review/revise technical specifications of relevant equipment and provide comments if required.
For Solvents projects:
- Provide assistance in reviewing solvent replacements for commercial applications in electronics, precision cleaning, dry cleaning, metals cleaning, and commercial manufacturing (such asrefrigeration tubing, oxygen lines in airplanes, etc) in Asia, South America, and the Caribbean, including identification of issues and elements to be considered in the installation of replacements, safety and flammability protection in retrofitting equipment for the varied solvent sectors, and providing possible local expert contacts in those countries where the efforts will be made.
- Evaluate proposed Solvents projects, including in followup activities under HPMPs.
- Review/revise and evaluate technical specifications of relevant equipment and provide comments if required.
Ad hoc support:
- Provide technical, legislative and policy support to MPU upon request including areas where consideration is being given to expanding Business Plan Scope (e.g, ODS destruction management).
Duration:
- The contract will enter into effect upon signature by both parties, expected to extend for 2 (two) years of services, for a maximum of 40 days over two years.
Fees:
- The consultant will receive payments based on an all inclusive daily fee.

Competencies
|
- Working experience of refrigeration, halons, solvents and/or MDI equipment use and installation and in retrofit;
- Knowledge of equipment use, retrofit, installation, design;
- Knowledge on use and application of HCFC-free agents,
- Knowledge of Montreal Protocol related policy/issues is desirable;
- Working experience in developing countries is desirable.

Required Skills and Experience
|
Education:
- Masters Degree in Chemistry, Chemical, Electrical or Mechanical Engineering or related field.
Experience:
- Working experience of at least 15 years in research, development or in the implementation of MP refrigeration, halons, solvents, and or MDI projects. Experience in more than one sector is an asset.
- Profound knowledge of Montreal Protocol related issues: Policies and Agreements;
- Knowledge of refrigeration, halons, solvents and/or MDI equipment use and installation and in retrofit. Knowledge in more than one sector is an asset.
Language Requirements:

- Engineering or Relevant Degree: up to 5 points
- Advanced degree in relevant discipline: up to 5 points
- Working experience of at least 15 years in refrigeration: up to 5 points
- Working experience of 15 years or more in solvents: up to 5 points
