MSH seeks candidates for a USAID-funded program in Kenya that will build and expand upon previous successful TB control programs and will work with, and provide technical oversight to the Division of Leprosy, TB, and other Lung Disease (DLTLD). This project will increase Tuberculosis (TB) Case Detection (CDR) and Treatment Success Rate (TSR) in focus areas to meet targets for reducing the burden of TB; MDR-TB and TB co-infection. This position is contingent upon project award.
OVERALL RESPONSIBILITIES: The MSH Chief of Party (COP) will develop and manage the implementation of a program that aims to strengthen existing technical capacity to effectively manage TB control in Kenya; expand community based DOTS, and implement urban TB; scale up management of MDR-TB in selected districts to prevent further MDR-TB emergence; and provide technical assistance to, and improved coordination of USAID supported partners implementing district based activities to ensure the alignment of their activities with national TB program guides, policies and targets. The COP is accountable for project deliverables and results, and has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects, and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU), where applicable. This accountability includes effective contribution to business and resource development activities, including strategic communication, positioning, intelligence gathering, and proposal development mission.
The ideal candidate will have the requisite qualifications and experience sufficient to ensure a balance of technical, managerial and inter personal skills. S/he shall be well versed with the program goals and objectives and at all times, maintain and articulate the strategic vision for the program. S/he shall be responsible for interacting with and representing the program to the Ministry of Health and to other donor agencies.
SPECIFIC RESPONSIBILITIES
- Provide technical and managerial leadership including capacity building, to project and NTLP staff, focusing on quality DOTS enhancement and expansion, improving TB and TB/HIV case detection, leprosy control, TB/HIV collaboration, care and support, MDR/-TB programs implementation, PPM strategies and strategic information.
- Oversee the development and implementation of program work plans and strategies aligned with NTLP and Government of Kenya priorities.
- Collaborate with counterparts and partner organizations, and other TB/HIV/Lung Disease projects in work planning and project implementation.
- Ensure that the program achieves requisite cost share.
Project Results 1. Meeting client expectations – achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client(s) approved Results Framework and Performance Monitoring Plan. 2. Project Management – effective project management systems within MSH policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness. 3. Relationships – effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers and other local and international stakeholders. 4. Safeguarding MSH – safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
Vision and Technical Strategy 5. Develop (adapt as needed) and execute project’s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&E) plan and annual project work plans as per contract/agreement requirements, approved budget and received obligations, MSH technical frameworks and standards, and Results Management Systems (RMS) guidelines.
Project Management 6. Implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and donor reporting requirements. 7. Develop and adapt (as needed) project financial plan in line with contract/agreement budget and received obligations, technical strategy, work plan, and reporting requirements. 8. Ensure contract/agreement implementation in compliance with contract/agreement clauses, MSH and donor policies, regulations and Standard Operating Procedures (SOPs). 9. Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources. 10. Manage human resources as per MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support. 11. With support of Project Support Officer, develop technical assistance plan and budget.
Documentation and Communication 12. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media. 13. Promote and facilitate staff participation in MSH’s Technical Exchange Networks (TEN) and south-to-south exchanges. 14. Ensure quarterly submission of project documentation to MSH’s central Institutional Memory System (IMS).
Client(s) and other Stakeholder(s) Relationships 15. Build and maintain strong working relationships with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns. 16. Contribute to building MSH’s reputation, development local and international networks to disseminate project results, attract talent and general business.
One MSH Contribution 17. Collaborate with the MSH Country Representative and participate as required in activities organized in the context of MSH Representation in country. 18. Ensure harmonious collaboration with, and cost-effective use of, the Country Operations Management Unit (COMU). 19. Collaborate with the Office of Strategic Development and Communications in aspects of business development, including strategic communication, intelligence gathering, positioning, proposal development, etc. 20. Identify and track new business opportunities, communicating them to the relevant internal MSH stakeholders. 21. Ensure effective project collaboration, coordination and internal partnerships with other projects, Centers and Offices to build synergies across programs for maximum impact.
QUALIFICATIONS:
• A Master’s Degree or higher in Public Health. Medicine or equivalent related field. • At least 8 years’ progressively responsible experience working in public health with a focus on TB and HIV/AIDS. • Experience and knowledge of operational support and funding systems. • Demonstrated leadership skills in working and collaborating with other donors, host country institutions, and international organizations. • At least four years relevant supervisory experience of professional (technical) staff. • Documented experience in working with host government institutions and providing the level of technical assistance that is required for a program of this level. • Working knowledge of and experience with USAID project management, policies and procedures. • Excellent organizational, analytical, oral and written communication skills. • Relevant field experience in similar settings with significant management responsibility.
