Job Title: Driver Ref: KDLG/DSC/05/2013 Salary Scale: U8
Number of Vacancy {2} Reports to: Officer assigned
Job Purpose:
To drive and maintain Local Government vehicle in accordance with the transport policy; and as directed by the supervising officer.
Key Functions:
Driving vehicles for official duty and assignments;
Carrying out basic maintenance and cleanliness of the vehicle;
Reporting major technical mechanical faults to the supervising officer;
Maintaining basic records regarding the vehicles as instructed; and
Ensuring the safety of the vehicle while on duty.
Requirement:
Uganda Certificate of Education (UCE) with a pass in English Language.
Valid Driving Permit of Class C or D.


 Assistant Engineer Officer (civil) Ref: KDLG/DSC/04/2013 Salary Scale: U5 Number of Vacancy (1) Reports to: Town Engineer Responsible for: Engineering Assistant.
Job Purpose:
To support and handle civil engineering works in the Urban Council.
Key Functions:
Preparing construction plans for civil works;
Providing technical support to the Local Communities provided;
Collecting and compiling data on construction and other civil works; and
Developing collaborative mechanisms with stakeholders.
Requirement:
Should hold a Higher Diploma in Civil Engineering from a recognized University or Institution.
A Trade Test Grade I from a recognized Institution.


 Senior Treasury Ref: KDLG/DSC/03/2013 Salary Scale: U3 Number of vacancy (1).
Reports to; Accountant
Job Purpose:
To provide-routine financial management and accounting services in the Urban Council
Key Functions:
Maintaining control of main and subsidiary accounts;
Supervising and controlling revenue collection and expenditure;
Verifying financial documents and payments to avoid forgeries and fraud;
Preparing periodic financially statements and reconciliation,
Preparing expenditure estimates for the Council.
Providing technical support to the Council on financial matters; and
Guiding and supervising Accounts staff.
Requirement:
EITHER: An Honors Bachelors Degree in either Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option)
or Finance and Accounting and plus a Post graduate Diploma in Financial Management or Business Administration from a recognized Institution; OR Full professional qualification in Accountancy such at. ACCA, CPA, ACIS and CPE obtained from a recognized awarding Institution/body accredited by ICPAU; Plus a minimum of a Postgraduate Diploma in Financial Management or Business Administration from a recognized Institution;
Experience
At least 3 years of relevant working experience as Treasury/ Accountant or Finance Officer in public or a reputable organization.


 Senior Internal Auditor Ref: KDLG/DSC/02/2013 Salary Scale: U3 Number of Vacancy (1) Reports to: Principal Internal Auditor
Responsible for Internal Auditor
Job Purpose:
To pre-audit payments to ensure compilation with accounting principles and regulations; and monitor and examine financial operations to ensure value for money.
Key Functions:
Reviewing operational financial and accounting systems lo ensure efficiency;
Auditing procurement and payment procedures to facilitate efficient and effective transactions of the Local Government,
Carrying out manpower audit in line with the budget and laws;
Conducting stores audit for safe custody, efficiency and economic usage of resources;
Undertaking Local Governments audits in liaison with the Auditor General; and
Preparing and forwarding annual and quarterly departmental work plans and budgets to relevant authorities.
Requirement:
Honors Bachelors degree in Accounting or Auditing from a recognized University plus a Post Graduate Diploma in Financial Management or Business Administration or Auditing from n recognized Institution. Or full Professional qualifications in Accounting or Auditing from a recognized Institution plus a minimum of Post Graduate Diploma in Financial Management or Auditing from a recognized Institution.
Experience
At least 3 years working experience at the level of an Internal Auditor in a public or reputable organization.


 Personnel Officer
Ref: KDLG/DSC/01/2013
Number of Vacancy (1)
Reports to: Town Clerk
Job Purpose: To participate in Human Resource Management in a Local Government.
Key Functions:
Carrying out staff welfare management for Local Governments;
Panning and organizing the manpower resource through recruitment, deployment, training, utilization and discharge as per schedule;
Providing technical advice to the council and technical Departments on matters related to;
Monitoring staff performance through staff appraisal exercise.
Preparing Human Resource Management work plans, budgets and performance reports.
Interpreting the Human Resource policies, rules, regulation and procedures;
Providing assistance in the management of the payroll of the Local Governments; and
Compiling, reviewing and keeping custody of the stall list:, and related personnel records.
Requirement:
An Honors Bachelors Degree in Social Work and Social Administration (SWSA) or Human Resources Management or Social Sciences (with Personnel/ Human Resource Management as an option) or Management Science or Business Administration (Management) or Arts (with Personnel/ Human Resource Management as an option) from a recognized University.
Experience
No work experience in the HRM field is required, but may count as an added advantage.


 Education Officer (special needs) Ref: KDLG/DSC/15/2013 Salary Scale: U4 Number of Vacancy (1) Reports to: Principal Inspector os Schools
Job Purpose:
To implement the special needs education policies, plans and programmes.
Key Functions
Identifying and enrolling children with special educational needs into schools;
Producing reports on special needs education;
Training teachers of children with special educational needs;
Mobilizing and sensitizing Communities in support of special needs education;
Identifying and opening up links for children with special needs; and
Providing counselling, guidance and support supervision to teachers and management of children with special needs.
Requirement:
Should hold an Honours Bachelors Degree with Education with a bias in Special Needs Education from a recognized university or institution.


Senior Inspector of  schools Ref; KDLG/DSC/14/2013 Number of Vacancy (1) Salary Scale: U3
Responsible for: Inspector of Schools
Job Purpose: To inspect and support the enforcement of quality educational standards.
Key Functions:
Undertaking school inspection and preparing reports thereof;
Conducting teacher staff development programmes in collaboration with other Stakeholders;
Tendering technical support and guidance to educational institutions;
Promoting collaboration with key stakeholders;
Coordinating co-curricular activities;
Supervising county school inspectors; and
Approving operation of private education providers.
Requirement:
Should hold an Honours Bachelors Degree with Education from a recognized university or institution. Either a Post Graduate Diploma in Education Planning and Management or Human Resources Management or Public Administration and Management or other related Managerial fields from a recognized University or Institution.
At least three (3) years working experience in the teaching profession and education management as Education officer.

Job Purpose:
To coordinate and provide technical and professional guidance in the management of Education and Sports policies, plans and programmes in the District.
Key Functions:
Implementing Education laws, policies and regulations;
Implementing approved education and sports development plans, strategies, and council decisions;
Providing technical and professional advice;
Organizing and Facilitating teachers’ training programmes;
Coordinating school inspection and sports programmes; and
Maintaining an updated teachers’ personnel data bank.
Requirement:
Should hold an Honors Bachelors Degree in Education from a recognized University or Institution.
EITHER a Masters Degree in Education Planning and Management or Human Resources Management or Public Administration and Management OR other related Managerial fields from a recognized University or Institution.
Experience            
At least nine (9) years working experience, three of which must have been in management of an educational Institution or gained from professional experience in a managerial capacity at the level of Principal Education Officer.

Job Purpose: To coordinate, manage the sustainable exploitation and conservation of Natural Resources in the District.
Key Functions:

sustainable exploitation of natural resources;
Managing the provision of extension services on natural resources;
Appraising work plans and technical proposals in regard to environment impact assessment;

Managing issues of land tenure ownership and lease holdings in the district;

Physical Planner Number of Vacancy (1) Salary Scale: U4 Reports To: Senior Land Management Officer/ Town Clerk
Job Purpose: To undertake physical planning of towns and trading centres within the District and ensure that building plans conform to the master plan.
Key Functions:
Planning towns and trading centres in the District;
Enforcing the Town and County Planning Act, 1964; and other relevant laws;
Drawing site plans for plot (building) developments and processing their approval;
Demarcating plots in towns/ trading centres;
Inspecting structures/ buildings in town/ trading centres to ensure compliance with the land use plan;
Maintaining the District planning information, equipment and records; and Person Specifications
Requirement:
An Honors Bachelors Degree in either Physical Planning; Regional Planning; Urban Planning or any other relevant qualification from a recognized training Institution.
Knowledge of computer software application packages specially Geographical Information Systems (G.I.S.) and Automated Computer Aided Design (AUTOCAD)

Reports to: District Community Development Officer
Job Purpose:
To ensure the protection of children, mobilize and facilitate the participation of the youth in social economic development.
Key Functions:
Coordinating the implementation of policies and programmes to prevent the occurrence of vulnerable children in the community;
Initiating and developing children and youth programmes and projects;
Sensitizing local communities and NGO’s on child care and protection;
Developing and disseminating advocacy materials on child care and protection;
Developing plans of action for probation and social welfare;
Organizing, registering, developing and guiding youth groups;
Offering psychological support, arbitration and counseling to families; and
Attending court sessions to present investigation reports on matters regarding family social welfare, juvenile crime and child abuse.
Requirement:
An honors Bachelor degree of Arts/social sciences, social works and social administration or development studies from a recognized university/ institution.

Job Purpose: To facilitate and empower communities for community development. Key Functions:
Planning and budgeting for development programmes at the community level;
Supervising staff that is involved in uplifting the social and economic welfare of local communities;
Organizing local communities to effectively participate in development initiatives;
Sensitizing communities on gender issues, social rights, roles and obligations;
Monitoring, evaluating and reporting on community development programmes and projects;
Training communities in literacy programmes and income generating activities;

  • Monitoring and evaluating the effective implementation of National and local laws and policies on gender, labour and social development;

Job Purpose:
  • To provide financial and accounting services in the District in accordance with financial regulations.
Key Functions:
  • Preparing periodic financial statements and reports for the District;
  • Preparing and reconciling bank statements to iron out discrepancies with the cash book;
  • Carrying out daily financial adjustments from vouchers and ledgers;
  • Providing answers to audit queries and inquiries;
  • Supervising Accounts staff and evaluating their performance; and
  • Processing and effecting staff payments in time.

Requirement:

  • EITHER: An Honors Bachelors Degree in either Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option) or Finance and Accounting and plus a Post graduate Diploma in Financial Management or Business Administration from a recognized Institution;

  • EITHER: An Honors Bachelors Degree in either Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option) or Finance and Accounting plus full Professional Accounting Qualifications such as ACCA, CPA, ACIS and CPE from a recognized University/institution.
  • OR: Full professional qualification in Accounting such as ACCA, CPA, ACIS and CPE obtained from a recognised Institution and accredited by Institute of Certified Public Accountants of Uganda (ICPAU) plus a minimum of a Post graduate diploma in Financial Management or Business Administration from a recognized awarding institution.
Experience
  • At least nine (9) years experience in accounting three (3) of which should have been served at the level of Principal Finance Officer in Government or equivalent level of experience from a reputable organization.
