Istituto Oikos, an Italian no profit organization that works in Europe and in the developing countries to promote environmental conservation as tool of socio-economic development is searching a Project Manager for Mozambique. Istituto Oikos manages more than 30 projects in 6 countries.
PROJECT: Profissão turismo: Vocational training and educational programs to increase employability in the hotel and tourism sector in Cabo Delgado Province (Mozambique) – Project Funded by EuropeAid (February 2013 – January 2017)

DESCRIPTION OF THE PROJECT: Tourism development is the most promising opportunity of economic, social and cultural development for local people in Cabo Delgado Province. Therefore, there is the urgent need that adequately trained people are available on the labour market (from local entrepreneurs to managers and workers) and that the sustainability principles are taken into due consideration by the tourism sector at all levels (public officers, planners, technicians, investors, rural uneducated people, etc). The general objective of the project is to align vocational training with the needs of the emerging tourism sector. The specific objective is to improve the people employability to respond to the growing and demanding request of the labor market by increasing the quality and opportunities for public and private vocational training at all levels (from University to grass root level). The project will address the main weaknesses of the formal and informal educational offer in the tourism sector through: training of trainers/professors; revision of curricula; production/improvement of training material; creation of new TVET offers; strengthening the relations between the training providers (formal and informal), the business sector and the public administrations.
MAIN RESPONSIBILITIES
· Overall management (technical, organizational, administrative) of the above mentioned EU funded project, ensuring effective implementation, reporting and monitoring, according to the EU and Istituto Oikos procedures. In particular:
- Manage and supervise the project activities, in collaboration with the assistant project manager, and prepare the following documents:
o Weekly work planning and organization, staff responsibility and movement
o Monthly activity planning with request of budget to OIKOS HQ
o Three months narrative report to be submitted to Istituto Oikos HQ
o Annual technical reports to be submitted to Istituto Oikos HQ for preliminary approval and to EU office
o Collaboration with Oikos HQ per the preparation of annual financial reports
o Monthly activity planning with request of budget to OIKOS HQ
o Three months narrative report to be submitted to Istituto Oikos HQ
o Annual technical reports to be submitted to Istituto Oikos HQ for preliminary approval and to EU office
o Collaboration with Oikos HQ per the preparation of annual financial reports
- Manage the project financial resources: o monthly control of the budget and of the expenditures incurred; verification of the monthly accountability reports to be sent in Italy; preparation of the monthly budget requests for Oikos HQ, preparation of requests of budget revisions, no cost extension and any inquiries to the EU delegation.
- Local and expatriate staff management: recruitment, ToR, contract elaboration, training, supervision and evaluation of local staff, leave permissions, health and personal permissions.
- Logistics: Setting up the project office in Pemba, purchasing of the project equipment and goods according to the EU procurement procedures
· Build and maintain relevant relationships with the project partners (Universidade Catolica de Moçambique, Instituto Industrial e Comercial de Pemba - IICP, Politecnico of Milan, Cattolica University of Milan, Parque National das Quirimbas (PNQ), Gruppo di Volontariato Civile – GVC, Muindi Semi di Sorriso) and develop fruitful collaboration with governmental institutions, local authorities and other actors that can play a key-role in the project implementation.
· Coordinate and maintain relations with the Delegation of the European Commission in Mozammbique and represent Istituto Oikos in the relations with government authorities, donors, NGOs, private sectors, etc
· Identify funding sources for the project co-financing and negotiate funding opportunities in coordination with Istituto Oikos HQ.
QUALIFICATIONS
· At least ten years of working experience and at least five years in cooperation project management. Previous experience in managing EU funded projects and sound knowledge of EU procedures will be considered an asset;
· Substantial experience working in Africa (Mozambique in particular) and solid understanding of its history, cultural, economic, institutional and political features;
· Experience in management of multi-partner projects/programmes; proactive aptitude in building and managing partnerships with different bodies and institutions; strong experience in representing an organization with partners, government agencies, private sector organizations, and donors at senior level;
· Advanced university degree in subjects relevant to the content of the project; strong academic profile;
· Languages: Proficiency in English and Portuguese is a must.
· Administrative and report writing skills (financial and technical reporting, HR management) and advanced IT skills; · Strong leadership skills and previous experience in team building and conflict resolution. Strong facilitation and negotiating skills.
