MSH seeks a Monitoring and Evaluation Advisor for a program designed to assist the Ministry of Health improve the quality of the package of basic maternal and child health services; to build the capacity of health center staff; to build the capacity of national, provincial and district authorities to collect, analyze, disseminate and act on health information data; and to provide targeted communities with the knowledge and skills to identify, prevent and address key MCH risks.
This position is contingent upon project award and funding.
OVERALL RESPONSIBILITIES:
The Monitoring and Evaluation (M&E) Advisor is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of the Project activities and innovations. The M&E Advisor has primary responsibility for developing the project M&E plan and identifying M&E needs, as well as daily monitoring and improvement of the project performance. S/he will design and maintain data collection systems and for ensuring that all necessary information, from both routine reporting as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding internal project planning and informing external partners about project activities and accomplishments. S/he will design the baseline and end line evaluation of the project to capture the needed information to periodically assess the intermediate results and to evaluate the end of project results. S/he will provide the Project Director and the management team the needed data for planning and properly managing the project towards the attainment of its goals and objectives. The M&E Advisor conducts all appropriate analyses, including the use of complimentary routine data sets and secondary analysis, from various sources and fully documents activities and accomplishments in the form of reports, publications and presentations to the donor and to the international community.
SPECIFIC RESPONSIBILITIES:
- Design with the team and conduct the baseline study to provide to the Project Director and the management team with accurate data that could be used to revise the anticipated target for the end of project results.
- Continually monitor the availability of data, (inputs and data sources), the flow of data, and the uses of that data for decision making in the project’s area of responsibility.
- Work with the various authorities to implement recommendations to address current gaps in data collection, data inputs, sources, flow, forms, registers and reports; suggest additional strategies for strengthening data collection, interpretation and use as appropriate. Prepare and disseminate periodic reports on the program incorporating service statistics and survey data as available.
- Prepare briefings, papers, and slide shows for presentation to the donor, MOH officials and partners on the Project’s activities and lessons learned.
- Work with MSH M&E unit at home office staff in developing appropriate computer application for the project as needed and in reviewing articles for publication, and documenting the project’s progress and achievements.
- Develop procedures and instruments for planning, monitoring and evaluating project activities based on the Results Framework and the Activity Timeline.
- Ascertain that the evaluation framework s/he developed with the team is being implemented as planned to obtain all the necessary data for the final evaluation report.
- Review the final data collection plan and recommend any changes that may be needed to assure that all evaluation information and data is collected.
QUALIFICATIONS:
- A minimum of a Master’s degree in Epidemiology/biostatistics or Statistics, demography or related field, or equivalent experience in monitoring and evaluation.
- At least 5 years work experience in monitoring and evaluation, specifically in the development of health and/or education M&E tools and activities
- Excellent written and oral communication skills with experience in presenting to groups.
- Demonstrated ability to write reports and publishable papers. International publications preferred.
- A demonstrated ability to work effectively in the country environment; and through patience, respect, understanding, and professional competence earn the confidence and trust of counterparts.
- Demonstrate the ability to understand and support national goals, to maintain high professional standards, and to develop harmonious and effective working partnerships with counterparts.
- Fluency in French language; proficiency in English preferred
- Willingness to travel within the country up to 25% time
