The AFTP1 unit is part of the Africa Poverty Reduction and Economic Management Group (AFR PREM) and focuses on economic and public sector management in Southern Africa, including trade, poverty and gender. The work of the unit includes lending, analytical and advisory activities and other engagement, with an increasing focus on knowledge. The unit provides support to key stakeholders, government, the private sector and civil society and plays an important catalytic role in the Country Management Units (CMUs) which covers Angola, Mozambique and Sao Tome and Principe.
The incumbent contributes to various responsibilities, including: • Contributing to the Mozambique Public Expenditure Review (PER). The PER will analyse past spending patterns and provide recommendations toward improving the efficiency of public spending in Mozambique, as well as assess current PFM systems, particularly as they affect the Government’s ability to improve the efficiency of spending • Public Expenditure Policy Notes, including together with the team, seeking an ongoing engagement with government counterparts on improving public spending through the delivery of individual policy notes as they are prepared (eg on fiscal space, social protection, sectoral analysis where appropriate such as health, PFM) • Delivering other programme activities • Delivering other policy notes in revenue management and inclusive growth, eg dealing with macroeconomic aspects of natural resources management, appropriate public interventions to support supply chains to large enclave projects or the design of appropriate transfer mechanisms to share natural resources revenues with subnational governments.
Selection criteria: • A Master’s degree or higher in the relevant field (International Economics and/or Public Policy); PhD preferred • 5 years’ relevant work experience, particularly related to public finance • Knowledge of public expenditure analysis; prior experience with World Bank Public Expenditure Reviews would be desirable • Previous experience in aspects of natural resource management (fiscal tools, linkages with the rest of the economy, governance) would be desirable • Proven ability to interact effectively with government, civil society stakeholders and international teams, and work well across organisational boundaries • Strong empirical skills, both with micro and macro data. STATA fluency would be an advantage • Clear and powerful writing skills and the ability to write reports under limited supervision. Experience with World Bank writing style would be a plus.
