PATH’s Maternal and Child Health and Nutrition Program (MCHN) works to broaden access to and use of key Maternal and Child Health and Nutrition interventions that address the most pressing causes of maternal and child deaths, poor health, and poor nutritional status. Our approach is to build community ownership and capacity by working in partnership with local government and community based organizations providing child health and development services.
The Monitoring and Evaluation (M&E) Officer will support technical staff in activities that identify major challenges to health and well-being and design and implement focused, high-impact interventions that strengthen the continuum of care across pregnancy, labor and delivery, and early childhood (0–2 years). The M&E officer will report to the Mozambique Project Manager and work closely with the M&E Regional Officer based in South Africa. Specific responsibilities include:
•Develop the framework for effective monitoring and evaluation across project sites and establish robust M&E systems. •Coordinate the design of baseline and evaluation surveys and contribute to the contractor selection process. •Apply M&E best practices and align research and M&E activities with program goals. •Assess information needs for project management, implementing partners and primary stakeholders, the cooperating institution and funding agencies. •Support the development of M&E plans for PATH subgrant recipients. •Assess health information system performance and identify opportunities to strengthen work, including data collection and analysis and capacity building of health officers. •Identify and design performance questions, key indicators and targets for each project component and for each level of the objective hierarchy. •Collaborate with team members, government officials, and partner organizations in work planning and program implementation. •Lead implementing partners and primary stakeholders in developing strategies and events where M&E data is analyzed, corrective actions agreed upon, and change strategies implemented. •Assess and identify M&E needs of CBOs that receive sub-grants from PATH. •Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other research outputs of the program. Required Skills •Practical training and experience in quantitative and qualitative research methods including surveys. •Proven ability to collaborate and work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, and local institutions. •Strong conceptual and analytical skills. •Excellent knowledge of local contextual issues, community priorities and social and cultural constraints in South Africa and Mozambique. •Excellent oral and written communication in English. •Demonstrated proficiency in Microsoft Office, including Excel, Access, and Word. •Experienced user of a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar). Required Experience Experience in program design, monitoring and evaluation of complex health and development programs, participatory assessment and monitoring, and data processing and analysis. University degree in demography, epidemiology, statistics, health, social sciences, or related field plus a minimum of five years' demonstrated experience with program monitoring and evaluation. Professional experience on HIS (Modulo Basico) preferred.
