BACKGROUND The United Nations General Assembly mandated UN-HABITAT to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all by supporting national and local governments in laying the foundation for sustainable urban development. Economic activity, access to housing, employment opportunities, and social participation are crucial aspects of sustainable urban development which need to be enabled by effective urban mobility systems. However, the economic and social benefits of urban mobility frequently come with congestion, social exclusion, accidents, air pollution, and rising energy consumption. Working towards sustainable urban mobility systems has to encompass a wide range of technical and managerial solutions and investments. Therefore, high quality mobility is not only related to new transport infrastructure and services but also increasingly linked to information technology services and urban planning approaches that reduce the need for motorized travel due to the range of options provided at a given geographic location. Many urban mobility problems have their roots in policy areas outside transport planning; inadequate urban planning, an absence of effective institutional frameworks and legislation, a lack of financial resources, or weak local economies. If new urban mobility models are to effectively incorporate poverty reduction measures, there must be a balance between such objectives and creation of efficient transport systems that simultaneously promote income-generation and low-carbon spatial growth. While solutions and investments will certainly differ among developed countries, emerging economies, and developing countries, new strategies should cater to the mobility needs of urban residents in a socially inclusive, economically efficient, and environmentally sustainable manner. Such strategies call for a broader incorporation of the accessibility patterns and needs of urban residents in transport planning (including consideration of transport planning’s strategic integration with other policy areas), as a way of designing more sustainable urban mobility systems RESPONSIBILITIES The Consultant will implement the following activities: - Undertake desk research on best practices exemplifying the principals/thematic focus areas of interventions as outlined in UN-Habitat’s Urban Mobility Strategy & Policy Paper.
- Prepare, according to the principles as defined in the UN-Habitat Urban Mobility Strategy & Policy Paper, a flyer (2 – 3 pages) for each principle presenting a summary of the principles and exemplifying best practices, including adequate pictures.
- Undertake desk research on financial mechanisms needed to implement the principles.
- Additionally to the flyers on principle/best practices, prepare one flyer per principle presenting financial mechanisms applicable to implement the respective principle (1 – 2 pages).
- Liaise with UN-Habitat’s Information Service Section (ISS) for editing, design and printing.
COMPETENCIES (maximum of five) - High capacity to understand policy approaches and strategic plans related to the project subject, and flexibility in their implementation under changing circumstances.
- Ability to work independently with a high degree of responsibility, in a flexible manner and under pressure.
EDUCATION - A Masters Degree in Geography, Urban or Transport Planning or Social Sciences relevant to development and management of human settlements and urban mobility.
- Computer literate in work processing software and electronic communications.
WORK EXPERIENCE - At least three years of working experience in transport policy development or in related activities.
- Substantial experience in writing official documents e.g. reports, policy and/or strategy papers, case studies, etc.
LANGUAGE SKILLS - Fluency in English required; fluency in French desirable.
OTHER SKILLS - Excellent writing and networking skills.
REMUNERATION Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement. Applications should include:- Cover memo (maximum 1 page)
